In the new era,with the development of China’s economy and the continuous expansion of urban scale,the permanent population and floating population in the city also grow,which promotes the process of urbanization in China.In this process,various complex social contradictions and thorny problems gradually emerge.The most fundamental way to improve the sense of gain and happiness of urban residents and make urban life safer,better and more exquisite is to carry out urban fine governance.From the perspective of "comprehensiveness,refinement,openness,science and rule of law",urban fine governance has become an effective way to improve urban quality,create urban business cards and improve urban living environment.It is also an important guarantee to promote the modernization of national governance system and governance capacity.In the process of promoting urban fine governance,Rizhao has made remarkable achievements in keeping up with the pace of the times,reform and innovation,paying attention to efficiency and implementation,but at the same time,there are still many governance loopholes and shortcomings.Firstly,this thesis analyzes the concept,characteristics and basic requirements of urban fine governance.Using grid governance theory,holistic governance theory and participatory governance theory,this thesis explores the historical evolution of urban fine governance in Rizhao and the implementation of urban governance policies in Rizhao from 2015 to today,and analyzes the problems of urban fine governance in Rizhao,such as single system,lack of governance resources,lack of science and technology,low personnel satisfaction The reasons for the problems such as weak atmosphere construction lie in the lack of model innovation of urban fine governance,the lag of legal system construction,the lack of people-oriented consciousness,serious technical barriers,the lack of professionals and so on.In addition,through the study of domestic urban fine governance experience,this thesis further optimizes the path of urban fine governance in Rizhao,mainly including improving the optimization mechanism,reasonably allocating resources,improving the technical level,improving the quality of the team,widely mobilizing the masses,etc.,so as to continuously promote the development of urban fine governance in Rizhao in the direction of standardization,standardization,intelligence,specialization and diversification.
