| In 2015,the 21 st United Nations Climate Change Conference adopted the Paris Agreement,which introduced a new Enhanced Transparency Framework to report and review information on greenhouse gas emissions of the parties concerned,as well as on the needs of or support received by developing countries.In November 2021,the Glasgow Climate Conference adopted the Paris Agreement Rulebook,which harmonizes the reporting format under the Enhanced Transparency Framework and provides a clearer standard for parties’ compliance.The transparency rules under the Paris Agreement,with their distinctive flexibility,have established corresponding reporting obligations for each Party,which is conducive to promoting consensus and mutual trust among Parties.However,in practice,developing countries may face difficulties in actual compliance due to their own lack of capacity building and insufficient effective support.At the same time,due to financial and human resources constraints,the existing review mechanism will also face greater pressure in the future,affecting the effectiveness of the implementation of the Paris Agreement.Therefore,it is necessary to pay close attention to the actual operation of the rules on transparency under the Paris Agreement and take corresponding measures to ensure the effective implementation of the rules as soon as possible.With regard to the practical operation of the transparency rules under the Paris Agreement,developing country Parties should take active steps to establish a regular transparency mechanism at home and integrate international norms with domestic interests.The international community should also strengthen information and knowledge sharing and establish a regular channel of financial support to provide enhanced support for compliance by developing country Parties.In the future,it is necessary to continue to improve the existing review mechanism,bring in non-Party stakeholders,seek some financial support,and use technological empowerment to build a web-based online review platform to ensure the operational efficiency of the transparency rules under the Paris Agreement.As an active promoter and participant of global climate governance,in order to better fulfill our obligations under the transparency rules of the Paris Agreement and to be more ambitious in addressing climate change,China should strengthen the rule of law in addressing climate change based on the current legal status and economic development in the climate field.At the same time,from the current practice of carbon emission reduction,we should strengthen our ability to prepare greenhouse gas inventories,continue to promote climate negotiations,international cooperation and the institutional construction of international climate governance,and continue to contribute China’s strength to achieve the emission reduction targets under the Paris Agreement. |
