With the development of global politics and economy,the international law to deal with climate change is moving forward,and the pattern of carbon emission reduction under the framework of international law has also changed.Unlike the "top-down" mandatory carbon emission reduction model of the Kyoto Protocol,the Paris Agreement,signed in 2016,establishes a new model of carbon emission reduction,through a new model of emissions reduction that is "bottom-up".The Paris Agreement,which was finally adopted over the years,provided a pre-arranged global response to climate change after 2020 and was the most important international law in the global response to climate change.The new carbon emission model is innovative to some extent,but there are also some deficiencies in its implementation,which need to be further improved in the follow-up work.The model for nationally owned carbon emission reduction was refined in 2018 through the implementation rules of the Paris Agreement.This paper discusses and studies the new model of global carbon emission reduction under the framework of international law,and on the basis of the study,it finally implements China’s specific response.In the first chapter,the new mode of carbon emission reduction,i.e.the mode of national independent contribution,is expounded from the basic theories of concept,development and causes.The second chapter explores the innovation,deficiency and development of the new mode of carbon emission reduction,and studies the new mode of carbon emission reduction based on the content of the implementation rules of Paris Agreement.The third chapter starts from the carbon emission reduction model of our country,and analyzes the practical problems in the process of implementing carbon emission reduction model in detail.The fourth chapter focuses on the challenges and problems China is facing,proposing specific strategies in the fields of legislation,law enforcement,regulation,carbon trading and capital.The realization of the goal of carbon emission reduction is inseparable from the guarantee of legal system.In order to achieve the goal of carbon peaking and carbon neutrality,China needs to,on the basis of the current legal situation and economic development in the climate field,on the basis of the current practice of carbon emission reduction and by focusing on improving relevant legislation on carbon emission reduction,establish legal mechanisms for law enforcement,supervision and carbon trading,specify the emission reduction responsibilities of all parties concerned and establish a legal system that not only meets the basic conditions of China but also promotes actual emission reduction.
