Since the United Nations Conference on human environment in 1972,the international community has held many meetings on environmental protection,pollution control and global climate governance under the initiative and influence of the United Nations.The conferences of the United Nations Conference on Environment and Development,the World Summit on Sustainable Development,The UN climate change meeting in Bali,the UN Summit on Sustainable Development and other conferences and their achievements have all had an important impact on global climate governance.The Paris Agreement is the third landmark international legal text to deal with climate change in human history.It is also the second legally binding international climate agreement.The Paris Agreement has made important arrangements for the global response to climate change after 2020.According to the content of The Paris Agreement,various countries have reached a consensus that they would hold the increase in the global average temperature to well below 2 °C above pre-industrial levels and pursue efforts to limit the temperature increase to 1.5 °C above pre-industrial levels.Every country submits nationally determined contributions in accordance with the principle of common but differentiated responsibilities and their respective capabilities and participates in global climate governance in accordance with the way of the nationally determined contributions.And they would be audited the implementation of the nationally determined contributions every five years.In the meantime,The Paris Agreement also set up mechanisms such as transparency framework to ensure the smooth implementation of its goals.Compared with Kyoto Protocol,The Paris Agreement has many innovations in terms of content,implementation mechanism and contracting parties responsibilities and obligations.China and the United States are the two countries which have the largest greenhouse gas emissions in the world today,and play an important role in global climate governance.The Sino US Joint Declaration on Climate Change issued by China and the United States during the period of Obama's ruling is of great significance to the smooth convening of the climate change conference in Paris and the birth of The Paris Agreement.Trump has been negative on climate governance since he was in power.In June 1,2017,he dropped out of The Paris Agreement and put forward measures to abolish the clean energy plan and return to the traditional energy.The US's withdrawal from The Paris Agreement will slow down the process of global climate governance,and it will also have a negative impact on the success of goal attainment in The Paris Agreement.Although the US has withdrawn from The Paris Agreement,The Paris Agreement is still the most important and legally effective climate control agreement in the world today.The Paris Agreement will continue to have a profound impact on global climate governance.At the same time,The Paris Agreement is also faced with problems such as hard to achieve goals,lack of funds and undefined implementation mechanism.In the follow-up negotiations,the international community should promote the establishment of the performance and supervision mechanism,promote the smooth implementation of the transparency mechanism,raise funds extensively,ensure the audition of nationally determined contributions every five years,do a good job in the follow-up and supervision of The Paris Agreement,and take positive measures to make the expected goals of The Paris Agreement achieved smoothly.
