| The community is the "last mile" for the Party and the government to contact and serve the masses,and its level of governance directly affects the residents’ sense of access and happiness.General Secretary Xi Jinping clearly proposed to strengthen the construction of community governance system.Build a grassroots governance system with unified leadership of party organizations,active coordination of various organizations and broad participation of the masses.In the face of the many contradictions in current community governance,it is necessary to give full play to the leading and central role of grassroots party organizations,consolidate the foundation of the Party’s rule at the grassroots level,and ensure that community governance always develops in the right direction.In recent years,as the urbanisation process in Luoyang City continues to accelerate,the scope of the city has gradually expanded to the suburbs and many urban fringe communities have emerged.Due to the special geographical location and the structure of the population,such communities have more problems and are more difficult to govern.There are also many pressing issues that need to be addressed in grassroots party building-led community governance,and the correct leadership of grassroots party organisations is more urgently needed.This paper focuses on the current situation of urban fringe community governance,examines in depth the process of grassroots party building leading urban fringe community governance and the problems that arise,and proposes research countermeasures to provide experience and reference for promoting the development of grassroots party building leading urban fringe community governance in Luoyang.Taking Community X in Luoyang City as a case study,this paper examines grassroots party building leading urban fringe community governance from the perspective of Marxist Chinese theory.Based on the theoretical foundation of the idea of Party-led grassroots social governance,this paper integrates and composes the relevant literature to clarify that community grassroots Party organizations mainly carry out community governance through political,ideological and organizational leadership.On this basis,through the distribution of questionnaires in the community and random interviews,the basic information of community residents,the role played by grassroots party organizations in the community and the residents’ participation in community party building activities are investigated and studied,and through the analysis of the survey results,it is found that grassroots party building leading X community governance has achieved certain results,but in the construction of party cadres,the effect of party building leading community governance,grassroots However,there are still shortcomings in the construction of party cadres,the effect of party building in leading community governance,the leadership of grassroots party organizations on community properties,and the ability of grassroots party organizations to integrate resources.The reasons for this are the lack of consensus on the ideology of grassroots party building,the need to improve the quality of grassroots party members and cadres,the imperfect institutional mechanism of grassroots party building to lead community governance,and the lack of capacity of grassroots party organizations to serve residents and the lack of reserve capacity of grassroots party organizations.For the special type of urban fringe communities,combined with academic research results on grassroots party building-led community governance,this paper attempts to propose countermeasures in four aspects: giving full play to the leading role of grassroots party organizations in communities,gathering consensus on grassroots party organization-led community governance,innovating a new model of party building-led community governance,and improving the mechanism of grassroots party building-led community governance,so as to give full play to the central leading role of grassroots party organizations in urban fringe In order to give full play to the core leadership role of grass-roots party organizations in community governance,improve the level of grass-roots party building-led urban marginal community governance,and provide experience for building a harmonious and stable modern urban marginal community. |
