Research On Community-level Party Building Leading Urban Community Governance In The New Era

Community is one of the basic elements of social governance.In the report of the 19 th National Congress of the Communist Party of China,it was clearly put forward that "we should explore the path of leading social governance through strengthening grass-roots party building in the spirit of reform and innovation,promote the comprehensive strengthening and continuous progress of grass-roots party building,and promote the orderly and healthy development of social governance." In the context of the new era,with the profound changes in social structure and the increasingly diversified and complex service needs of community residents,urban community governance is facing unprecedented opportunities and challenges.From the perspective of grass-roots party building in the new era,through the combination of theory and practice,this paper takes Nanting community in the author’s work area as an example,pays attention to the implementation of Party building as the foundation,focuses on exploring the governance means of Nanting community,with the help of building the working pattern of "big working committee" in the street and "big party committee" in the community,and aims to meet the needs of the residents in the practical work of maintaining social stability and serving the people’s livelihood,Open up the "last mile" of serving the people and build a new community governance system of co construction,CO governance and sharing.Over the years,the Party committee of Nanting community has achieved good practical results in leading community governance by strengthening the party’s own construction.It can be proved that giving play to the leading role of grass-roots party organizations is significantly effective in improving the community governance system,strengthening the community governance capacity and promoting the effect of community governance.However,at the same time,there are various problems in the process of leading community governance by Party building in Nanting community,such as insufficient leading power due to weak self-construction of grass-roots party organizations,few leading community governance methods,weak concepts,and imperfect diversified leading governance mechanisms such as co construction.In this paper,through the analysis of the problems and causes of Nanting community in the party building leading community governance and the research on the solutions,we can give play to the core leading role of grass-roots party organizations and the effect of coordinated governance of multiple subjects.
