| The reform of my country’s supervisory system has gone through a process from preliminary exploration to comprehensive deepening,and the "Supervisor Law" is a new milestone in this reform process.The promulgation of the "Ombudsman Law" has opened a new chapter in my country’s institutional anti-corruption,and at the same time has provided a strong institutional guarantee for the standardization and legalization of the supervisory officer team.Under the background of vigorous reform of the supervisory system,most of the reforms focus on how to ensure that supervisors can effectively supervise public officials,and the construction of the accountability system for supervisors has not been perfect,so it is inevitable that there will be an imbalance of power and responsibilities.So,who should hold the supervisors accountable? How to be held accountable scientifically and reasonably? How to get relief after being held accountable? These are the questions that need to be studied in depth.Taking this as the starting point,from the perspective of the unity of power and responsibility,taking the disciplinary system of supervisors as the research object,through normative analysis,comparative research and other methods,on the basis of theoretical analysis of the disciplinary system of supervisors,to grasp the connotation of the disciplinary system of supervisors,and then through the sorting out of the existing supervisory disciplinary system,it is found that there are problems in the supervisory disciplinary system,and finally the idea of improving the supervisory disciplinary system is proposed.It is concluded that in order to implement the supervisory officer responsibility system,it needs to be carried out from four aspects.First,it is to improve the reasons for the punishment of the supervisors.Second,to break the way of homogeneous supervision and establish a disciplinary committee for supervisors to make the disciplinary actions of the supervisors professional.In terms of program design,it is necessary to not only ensure the scientific and reasonable procedures for investigating the ombudsman’s responsibility,but also to protect the ombudsman’s right to hear and appeal. |
