D County In Ethnic Areas Research On Policy Implementation Of "Pregnant Excellent" Project

Since the national free pre-pregnancy health check-up project was launched in Ganzi Prefecture in 2013,it has undergone nearly 8 years of development.What staged results have it achieved? What are the problems? From the perspective of government policy implementation,how has this policy been implemented? Through the “Pregnancy and Excellent” project,can you see the deficiencies in the implementation of the laws and policies issued by the higher-level departments in the implementation of the laws and policies issued by the higher-level departments? How to improve and perfect the series of problems that have emerged in the implementation of current government policies to make the implementation of government policies in ethnic minority areas more effective? These problems are caused by the insufficient implementation of policies by the governments of ethnic minority areas.There are often various difficulties in government execution in ethnic minority areas,and there are relatively few domestic studies in this field.Taking Danba County as an example,government empowerment is still in its infancy.Therefore,it is urgent to study the government’s ability to implement policies in ethnic areas.This article focuses on the implementation difficulties of the “Pregnancy” project in Danba County as an entry point,and discusses the various subjective and objective difficulties faced by the governments of ethnic minority regions at the implementation level of this project,as well as the corresponding improvement and governance strategies.The thesis is divided into five chapters.The first chapter proposes the background and significance of the research in this article,and sorts out the relevant research status at home and abroad;the second chapter introduces the related concepts of the "pregnancy and excellent" project and the related theoretical models of public policy implementation;the third chapter discusses The significance of the implementation of the "Pregnancy and Excellent" project in Danba County and the status of its implementation are analyzed,and specific problems existing in the implementation of the "Pregnancy and Excellent" project in Danba County are put forward;Chapter 4 further analyzes the "Pregnancy and Excellent" project.During the implementation of the project,the problems in the implementation of government policies in ethnic regions were exposed;Chapter 5 relied on the Smith policy implementation model to analyze the reasons for the problems in Danba County’s implementation of the "Pregnancy and Excellent" project;Chapter VI proposed The improvement plan for the implementation of the "Pregnancy Excellent" project was proposed,and the improvement measures were put forward for the implementation of government policies in ethnic areas.The study found that Danba County has the following problems in the implementation of the "Pregnancy Excellent" project: The "Pregnant Excellent" project is not well recognized among the people in Danba County,the population coverage rate is low,the pregnancy rate is low,and the quality of inspection technology is not standardized.,Risk assessment is not in place and other issues,and through these issues,further analysis of the subject’s cognitive ability,implementation method,implementation system,and implementation results that exist in the implementation of government policies in ethnic areas.It also analyzes the reasons for its problems mainly from four aspects: the executive body,the policy environment,the policy itself and the target group factors.Finally,targeted improvement countermeasures are proposed from the level of execution subject,the level of the policy itself,the level of the policy environment,and the level of the target group.The specific supporting measures proposed in this article will help Danba County to rationalize the implementation of the "Pregnancy and Goodness" project and effectively improve the efficiency of the project.It also has certain guidance and reference for the implementation of the project in similar ethnic areas in my country.
