| The Relocation poverty-alleviation program is led by government and participated by the people voluntarily,refers relocating rural poor living in poor living conditions to better living conditions,then taking some measures to help them develop and gradually become rich.As a systemic program,it has the nature of strong policy,tight deadliness,and high requirements for policy resource guarantees,and involves many issues such as land rectification,employment security,and urban development,which means it will be affected by various influencing factors during the implementation process,obviously the implementation would not easy,let alone the achievement of scheduled relocation target.Guizhou Province is one of the provinces in our country early to implement the relocation poverty-alleviation policy.In addition,Guizhou is a multi-ethnic province.It has several ethnic autonomous areas,and culture and customs of ethnic minorities living in these places have influenced the implementation of public policies,including relocation poverty-alleviation policy.Therefore,it is necessary to study the various factors that influencing the public policy practice in Guizhou ethnic areas.This article’s topic is discussing the relocation poverty-alleviation,investigating the factors affecting the implementation of this policy.The research-idea of this article is using Matland’s ambiguity-conflict model,the key factors in previous research were integrated,policy nature were regarded as independent variables,the environment of policy implementation and implementers were treated as intermediate variables,and policy implementation was taken as dependent variables,Sansui County’s implementation of relocation poverty-alleviation policy was studied to analysis how "dependent variables" and "intermediate variables" affected the "independent variables" and identify the factors affect its smooth implementation.The main conclusions of this article are as follows: The implementation model of policy with low ambiguity and low conflict is called administrative implementation.the basic principles of this implementation model are policy resources,the intensity ofcontrol over the implementer and the complexity of common actions.The implementation model of policy with low fuzziness and high conflict,which are political implementation modes.Senior local governments can restrict the behaviors of low-level local governments,but local low-level governments have certain autonomy,which often adopt political and mechanical enforcement-methods to cope with superiors.The implementation of the policy with high ambiguity and low conflict is a pilot implementation mode.The outcome of policy’s implementation is determined by the local micro-situations and the basic principles of the implementation mode are the policy directives of the central and high-level local governments,the dominant subjects in the local implementation structure and the status of resources.The implementation of high ambiguity and high conflict policy is a symbolic mode of implementation.the policy results under this mode are mainly affected by local power.Therefore,in order to promote the successful implementation of policies so as to achieve the desired policy objectives,policy measures should be taken to address problems according to the key influencing factors under different modes of implementation.In addition,the functions of governments should be transformed and the structure of social governance should be optimized. |
