With swift industrialization and social modernization in the past decades,adversarial outcomes,e.g.,societal risk,are increasing.The increase in various domestic emergencies threatens not only short-term public safety,but also long-term societal stability.At present,China is a risk society,so risk management has become an important work and research topic for the Chinese government.In the event of a risk,the government public sector needs to quickly respond and make decisions,fully mobilize all resources to eliminate risks,alleviate social panic,reduce social damage,and at the same time establish a rational public awareness for the event to prevent any future recurrence.A public health emergency is special because it affects aspects of the society beyond immediate public health to a profound way to global economy and societal structure.For example,the COVID-19 pandemic affects every single person in the world and a similar risk outbreak can easily arouse widespread public concerns.At the same time,the public’s social relations,perception and behavior are largely affected by the information they receive on the risk.Hence,effective public communication by the government,centered around information collection or information disclosure,can minimize the potential damage caused by the risks.In perspective of the public,understanding and support is important for smooth implementation of health policies and the realization of policy effects during a public health emergency.To achieve such understanding and support,the government uses information disclosure to correct public perceptions and obtain desired public understanding and support.The process and mechanism is crucial to both immediate public health protection and long-term societal stability.This paper uses risk perception,information asymmetry,signal theory and other theories to construct an overall conceptual framework,aiming to explore the relationship between government information disclosure and public risk perception of health emergency situations by measuring government information disclosure,information attention,public knowledge level,public trust,negative emotion,and residents’ risk perception.According to the theoretical framework,the hypothesis of this study is proposed,and numbers of citizens of H city are survey objects of this paper.We used the questionnaire.By evaluating and analyzing the relationship between the local government pandemic information disclosure and the residents’ risk perception using methods such as linear regression,multi-variate regression,following results are found.(1)government information disclosure significantly reduces the residents’ risk perception;(2)information attention significantly enhances the residents’ risk perception;(3)public knowledge level has no significantly impact to the residents’ risk perception;(4)public trust significantly increase information disclosure’s adversarial impact on the residents’ risk perception;(5)public negative emotion significantly increases information disclosure’s adversarial impact on the residents’ risk perception.This paper also proposes the impact mechanism of government information disclosure on residents’ risk perception and the suggestions on government information disclosure based on the findings.To a certain extent,this paper expands the research perspective of residents’ risk perception in public health emergencies,and provides reasonable and feasible suggestions for local government’s mechanism of risk communication,prevention protocols,and regulatory policies. |
