| Since the beginning of new century, the concern of government emergencydisclosure has always been the focus in academic circles. And that how to cope withthe disclosure of emergency information scientifically and effectively becomes asocial problem, which need us face it correctly and cannot be neglected. Althoughsome rules and regulations that related to emergency information disclosure wasimproved in our country and achieved great progress, the emergency informationdisclosure link is still a weak link, especially touched upon the problem ofrelationship among the government, the media and the public. Furthermore, oursociety is experiencing a time of social crisis of confidence at present, and theunbalanced performance of the government, the media and the public relationship iseven more prominent. Therefore, how to balance their relationships, and how todisclosure emergency information effectively and cope with the emergencyscientifically, which still need us to make deeply discussion and reflection.In this thesis, that the unbalanced performances, restraining factors andreconstruction strategies are analyzed in detail through the case of Guizhou Weng’anevent. And the thesis discusses that non-transparent of government informationdisclosure, anomie of supervision by public opinion, lose capacity of publicparticipation are the mainly unbalanced performances. It also proposes that imperfectrules and regulations, poor capacity of the public are reasons that why causegovernment becomes non-transparent, the media becomes anomie and the public losecapacity. In the part of reconstruction strategies, it puts forward some suggestions infollowing measures: such as strengthen the social responsibility of the government,the media and the public; perfect interrelated legal regulations; improvecomprehensive quality of government staff; give more attention to the application oftraditional media and new media; increase new attainments of working staff in mediabusiness; organize the public to participate crisis education activities; widensuggestion feedback channels by the public; culture the public’s information literacyand promote information skills.
