Research On The Reform Of Examination And Approval System Of Social Investment Industrial Engineering Construction Projects In Nanping City

Since 2019,in order to promote the reform of "release,management and service" and build an efficient and high-quality business environment for enterprises,Nanping City has established a leading group for the reform of the approval system of engineering construction projects(hereinafter referred to as "the construction office")to carry out a series of reform measures for 153 approval items involving 10 departments,such as development and reform,housing and natural resources.As an important field of administrative examination and approval,engineering construction is a key link between the government and enterprises,laying a solid foundation for expanding domestic demand and coping with Sino US trade frictions.The reform of social investment industrial projects is related to improving the business environment of enterprises and promoting economic development.However,there are still some problems in this field,such as imperfect examination and approval system,weak examination and approval mechanism and complex examination and approval procedures,which need to be focused on reform.From the perspective of social investment industrial projects,this study adopts the methods of literature research,field investigation,case study,questionnaire survey,etc.,and uses the theory of government regulation and government process reengineering to analyze the problems and causes of the system,mechanism and process in the approval of social investment industrial projects in Nanping City,and tries to put forward optimization countermeasures to provide reference for the government to further optimize the approval of social investment industrial engineering construction projects.The main conclusions are as follows: since the implementation of the examination and approval system reform of social investment industrial projects in Nanping City for three years,the reform measures carried out have helped to improve the efficiency of enterprise personnel,promote the construction of enterprises in advance,save the completion acceptance time,and further optimize the local business environment;Promote enterprise investment,drive the growth of local industrial economy,and promote the employment of local people.At the same time,it can be used as a reference for the follow-up research on the approval of social investment industrial enterprises in other places.Put forward optimization countermeasures from the three aspects of system,mechanism and process,including optimizing the approval process,strengthening the construction of information system platform,deepening the supervision and management mechanism,and strengthening the division of labor and cooperation among departments.
