Research On The Problems About The Reform Of Administrative Examination And Approval Of Investment Construction Projects In Zhuzhou

Administrative examination and approval system of the investment construction projects is an important part of the reform of administrative examination and approval.It has been for a long time that the construction of the approval about investment projects seriously limits the implementation of projects and the increasing of investment because of excessive departments,sections and too much long time,which causes a intense reaction of companies.In recent years,according to the requirement of “simplifying the process and delegate the powers,balancing the control to optimize the services”,the zhuzhou municipal Party committee and government have tried ahead with the goal to construct a city that has least affairs of approval,highest efficiency of working and best environment for investment,and they have formed certain characteristics and obtained obvious achievements in the aspect of constructing the reputation of investment approval,which attracted some national and provincial media in different degrees.But at the same time,we should know that there are still some existing problems should be solved immediately in the reputation of constructing field in Zhuzhou City.In this paper,by researching for the present states and problems of the administrative approval reputation about investment projects in Zhuzhou,relevant measures are proposed to promote the transformation of government's functions and optimize the economical-developing environment in Zhuzhou.This paper consists of 5 parts.The first part is about the background and significance of this subject,the present states about this survey at home and abroad and the thinking and methods of this research;the second part is mainly about the summary of relevant theories and concepts of the the administrative approval system;the third part is centrally about summaries of the practice of administrative approval reputation about investment projects and the main measures as well as achievements obtained in the reputation;the fourth part is about the existing problems during the administrative approval reputation about investment projects and the reasons of this problems.Finally,aiming at the problems in the practice of the administrative approval reputation about investment projects in Zhuzhou,the suggestions are proposed varied from seven aspects.
