Research On Approval For Engineering Construction Projects Of Dalian H Economic Zone

With the continuous development of the socialist market economy,the market plays a decisive role in the allocation of resources.The administrative examination and approval system reform in our country rationalized the relationship between the government and the market,which not only raised the working efficiency of the government,but also fully stimulated the vitality of the market,thereby promoting the prosperity and development of the economy and society.As an important part of administrative examination and approval system reform,the reform of approval for engineering construction projects has important influence on the local economy and business environment.Promoting the reform of project examination and approval can improve the efficiency of approval,optimize regional business environment and stimulate the local economic development.But the delegation of approval powers also brought some new problems.For the work of approval for engineering construction projects in H Economic Zone,we should change our concept of approval,improve the approval system,enhance supervision of approval and break the information barrier of approval,so as to improve the efficiency of approval,optimize the service level and improve the business environment,thus promoting the social and economic development in H Economic Zone.Based on a lot of researches of related literature at home and abroad,using literature research,comparative analysis,qualitative analysis and experience summary method,this paper expounds the current situation of the approval for engineering construction projects in H Economic Zone,analyzes the causes of the problems.Drawing lessons from foreign developed countries and domestic related areas on the reform of approval for engineering construction projects and combining the actual conditions of H Economic Zone,the paper puts forward targeted and effective countermeasures and suggestions,hoping to booster the development of the approval for engineering construction projects in Dalian H Economic Zone.This paper can be mainly divided into six chapters.The first chapter is the introduction,which briefly expounds the research background and significance of this paper,introduces the research ideas and methods,and analyzes the relevant opinions based on the study of the related literature at home and abroad.The second chapter is the relevant theoretical basis.which introduces the related ideas of engineering construction projects,project approval and relevant theoretical basis,such as government governance theory and new public service theory,laying a solid theoretical foundation for the research.The third chapter is the status analysis of the project examination and approval in Dalian H Economic Zone,which discusses the taken measures and achieved results of the project examination and approval in H Economic Zone,and also analyzes the current existing problems and the causes of the problems.The fourth chapter mainly introduces the advanced experiences on approval for engineering construction projects in developed countries and other domestic regions.The fifth chapter puts forward concrete countermeasures and suggestions for the approval of engineering construction projects in H Economic Zone from four aspects,which are changing concept of approval,improving the approval system,enhancing supervision of approval and breaking the information barrier of approval.The sixth chapter are the conclusions.
