| Coordinating urban and rural development,accelerating the process of urbanization and promoting the construction of community and community service system are not only the urgent needs of the people,but also the focus of the party and the government.In order to effectively strengthen grassroots governance in urban and rural areas and the construction of new countryside,Wenzhou,in combination with the withdrawal,expansion and reform of townships,restructured the merged small townships into districts,and established the middle level of districts between townships and villages.The villages under the jurisdiction of the new districts remain unchanged,but the administrative level is reduced.It has changed from township section level units to positive share level units,and the governance model with "town area village" as the organizational structure,It can effectively solve the problem of excessive management after Township merger,so as to concentrate and integrate regional resources,promote the development process of regional urbanization,and become a non institutional grassroots governance method.From the perspective of district governance in Qianku Town,Cangnan County,Wenzhou City,under the theoretical guidance of deliberative democracy theory and holistic governance theory,this paper makes an in-depth study of the concept,management mode and practical effectiveness of the district by using research methods such as literature analysis,questionnaire survey and interview,extracts and analyzes the causes of practical problems such as unclear system,unclear work responsibilities and insufficient autonomy in the process of district governance,It is proposed to explore the construction of regional governance system,innovate diversified autonomous decision-making mechanism,build classified governance system and promote the construction of regional professional chemical author team,which can not only enrich the relevant theoretical system,but also promote the innovative development of regional governance,optimize the effect of regional governance,and provide beneficial exploration for the innovation of regional governance in Wenzhou in the future.As a new attempt of grassroots governance,regional governance is not the final choice of grassroots governance,but it is an effective exploration in the process of rural urbanization.By reducing the scope of management,regional governance is conducive to promoting fine governance,improving governance capacity and reducing administrative costs,so as to gradually achieve the purpose of CO governance and development.Therefore,further strengthening regional governance has certain practical significance for building a new pattern of town social governance,realizing the continuous improvement of town social governance level and promoting the development process of regional urbanization. |
