Research On Governance Optimization Of Rural Areas In Wenzhou

In recent years,Wenzhou has vigorously promoted a series of major reforms such as urban-rural co-ordination,‘three divisions and three reforms',community reconstruction,township merger and power expansion.With the advancement of urbanization,the urban-rural grassroots governance system transitioned from the traditional ‘town-village' management model to the ‘town-district-village' management model,adding a middle level of ‘district' between the town and the village.This is a new social governance model which is mainly based on grassroots areas,with town government as an important force and the support of all parties in society.This township governance adheres to the principle of conducive to the gathering of elements,economic development,and convenience for the masses.It uses ‘towns-districts-villages' as an organizational structure to integrate social governance resources and enhance grassroots governance capabilities.The established production areas are all directly converted from small townships merged into L Town.The villages under their jurisdiction remain unchanged,but the administrative level is reduced,from the township branch-level unit to the stock-level unit.This model effectively fits the problem of excessive management range after the merger of towns and villages,and has become a non-institutional method of grassroots governance.As a new type of governance,district governance still faces many problems and challenges at the grassroots level.It accelerates the coordinated and integrated economic and social development of semi-urbanized regions,with the township committee and town government as its core leadership.It conducts fragmented governance of large towns,centralizes and integrates regional resources,saves administrative costs,promotes the development of regional urbanization,and enhances the supply of high-quality livelihood services.The establishment of an intermediate management between the town and the village community can replace the town committee and town government to implement effective governance of the village community.Although district governance is not the final choice of grassroots governance,it is an effective process in the process of rural urbanization.However,in the actual survey,there are still real problems in district governance,such as unclear systems,unclear job responsibilities,and insufficient staffing.Therefore,further optimization of district governance has certain social significance for solving the existing problems.The thesis starts with the problems in L Town,C County,Wenzhou,and adopts the town management district model.Through the status quo survey and comparison with Shanghai's ‘town management community' model,it proposes suggestions for the optimization of town management district governance model.The thesis is mainly based on the theories of good governance,new public management and multi-center governance,by the literature analysis method,the case analysis method,the comparison research method.First of all,the paper provides the research background,research purpose and significance of Wenzhou district governance,as well as research evaluation at home and abroad.It then introduces the development history of Wenzhou district governance and the current situation of L town district governance.Then,it analyzes the problems and causes of the district governance,and through comparison,finds the differences and deficiencies compared with the governance of the "town management community" in Shanghai and the governance of Yantian in Shenzhen.The successful experience of the governance of Shanghai ‘town management community' and the governance of Yantian in Shenzhen is extracted.Finally,from the perspectives of drawing on relevant governance experience,clarifying the legal status of the area,and forming multi-subject governance,the countermeasures and suggestions are put forward according to local conditions.
