| In the context of rural revitalization,grass-roots governments should vigorously promote the transformation of grass-roots governments into service-oriented functions,and promote the transformation of rural governance into micro-governance and micro-service based on the "three-governance integration" governance system of rule of law,rule of virtue and autonomy.Modernization of rural governance is a weak aspect of social governance,but it is an important part of rural revitalization.Under the background of comprehensive grassroots governance,grid management ideas are optimized and grid management platform is built,which enhances the vitality of rural development and improves the efficiency of rural governance.Both the central government’s "major policy" and the local "practice and exploration" ensure the reality and feasibility of the research topic.This study takes the rural grid management of Huangqihai Town of Chayou Front Banner as the observation object,using three methods: case analysis,questionnaire survey and interview.At present,Huangqihai Town rural grid management through improving the rural grid management mechanism,scientific and detailed division of the rural grid,clear grid responsibility positioning,the implementation of the "grid + Party building +governance" of the trinity of information operation of the new mode to achieve strict management to stimulate the enthusiasm of the officers,matching the team to select service personnel,intimate service to gain the satisfaction of the masses,scientific operation to stimulate the governance effect Can be effective.However,there are still some problems in rural grid management in Huangqihai Town,such as lack of sound operation mechanism,lack of grid length training,weak rural organizational strength and inaccurate grid management positioning.In the research process,the theories mainly used are seamless government and fine management theory,and put forward specific countermeasures and suggestions to accelerate the transformation of grass-roots government service-oriented functions,strengthen the construction of rural grid management team and improve the operation mechanism of rural grid management supervision and guarantee,and promote the diversification of participants.It innovates the concept of rural governance,reflects the transformation from "management" to "governance",applies the fine management of urban community grid to rural governance,proposes the direction of rural "micro governance",improves the enthusiasm of all social parties for co-governance,so as to achieve "collaborative and co-governance".Through this study,the role played by grid management in the field of rural governance is promoted.The concept of rural governance is transformed from management to governance,the governance model is passive to active,and the governance subject is changed from unitary to multiple,which is not only conducive to the optimization of social governance structure,but also can optimize the allocation of public service resources.The implementation of rural grid management and service conforms to the development of The Times and the needs of rural governance.Relying on information and intelligent governance means,it is helpful to realize the modernization of rural governance.Based on the local characteristics of Qiyouqianqi,this paper applies the fine governance of urban community grid to rural governance,and proposes the "micro governance" of rural grid,which reflects the transition from "management" to "governance" and fills the blind area of rural governance,in order to improve the current level of rural grid management,improve the enthusiasm of all parties in rural co-governance,and make rural grid management more suitable for the local characteristics of Qiqi county.Helping rural revitalization.At the present stage,the overall quality of grid management service system in rural areas is low.This process requires all-round improvement and full coverage of rural development,and there is still a big gap to achieve the goal of the plan.In order to better promote the rural revitalization strategy,we should pay enough attention to the specific situation and problems of rural governance in the future development process,fully dig out the core elements of rural grid management,find different methods suitable for the local area,and realize the general plan of building rural civilization,democratic management,clean village and livable life. |
