Quantitative Analysis Of Local Government Data Opening And Utilization Policy Based On Grounded Theory

In 2014,The General Office of the State Council issued the "Guiding Opinions on Promoting the Coordinated Development of E-government" for the first time to promote the opening and socialized use of government data.In 2015,The State Council issued the "Action Program for Promoting The Development of Big Data"."The Opinions of the CPC Central Committee and The State Council on Building a More perfect Market-oriented Allocation System and Mechanism of Factors of Production" released in April 2020 listed data as the fifth factor of production,in addition to land,labor,capital and technology.Government data opening has achieved remarkable results under the strong advocacy of the state,and further spawned the requirements for in-depth use of data.Over the past five years,local governments in China have issued a large number of policy documents on data opening and utilization,with a view to standardizing data opening and utilization behavior and further expanding the breadth and depth of data opening and utilization on the basis of consolidating the existing achievements.At this stage,therefore,it is very important to comprehensively grasp the policy progress of local government data openness and utilization for promoting and improving government data openness and utilization in the future.This paper collected and screened the domestic local government data opening and utilization policies in the recent 10 years from2012 to September 2021,and finally obtained 162 highly relevant and highly targeted policy texts.Taking this as the research object,the grounded theory research method was adopted,and content coding of the texts was conducted based on Nvivo13 qualitative analysis software.Six thematic dimensions of security system,data management,open platform,data utilization,utilization results and open utilization ecology are obtained.On this basis,the policy tool theory is introduced to construct the policy content-policy tool two-dimensional analysis model.Therefore,the policy support system of local government data opening and utilization is comprehensively sorted out,the characteristics and content of local government data opening and utilization policies are displayed,and its limitations and deficiencies are summarized,aiming at optimizing policy design and promoting comprehensive opening and in-depth utilization of government data.It is found that the existing policies have the following problems:(1)In terms of policy subject construction,the functions of the provincial big data bureau are limited and the coordination of policy departments is poor;(2)In terms of policy regional development,the east is better than the west and the south is stronger than the north;(3)In terms of policy content construction,the development of opening-up and utilization is not synchronized,the cultivation of basic capacity is not perfect and the weak links are prominent(4)In terms of policy tools,authority tools are absolutely dominant,symbolic and hortatory tools and learning tools are used too little,and the type of tools is single.In addition,this paper summarizes and analyzes some highlight policies:(1)the system includes the chief data officer system and the public data expert committee system(2)Institutional mechanisms include cooperation and exchange mechanism,responsibility exemption mechanism and quality management mechanism.Finally,in view of the above research,this paper puts forward the following Suggestions:accelerate the provincial bureau of big data well developed;strengthening policy subject collaborative efforts;narrow the regional gap and achieve overall development;gradually improve the policy content;coordinate and improve the distribution of policy tools.
