| Open government data is an important manifestation of the development of big data in the government field.It is of great significance to promote the opening of government data to improve government credibility and promote transparency and openness of government.Driven by the social upsurge of innovation and entrepreneurship,the opening of government data facilitates the participation of different entities in the development and utilization of data resources,to achieve the expansion and extension of the economic and social benefits of data resources.Based on combing and reading the literature on the open policy and data quality assessment of domestic and foreign government data,using the open data set of the Shanghai Government Data Service Network as a sample,through the Octopus data collector,gathering URLs,grabbing texts,and obtaining dataset name,number of visits,number of downloads,abstracts,application scenarios,keywords,data fields,national topic classifications,department topic classifications,public attributes,updates frequency,date of first release,date of update,provider of data,download format of attachments,a total of 15 key items,and preprocessing of the collected data.Then,using the SPDQM model,which is based on the quality of data sets as the focus of research on evaluating the quality of open government data,borrowed from academics such as Antonio Vetrņ,from traceability,currentness,expiration,completeness,compliance,understandability,accuracy,starts with these 7 dimensions,setting 14 specific measurement indicators and measuring data set quality.Combining the analysis results of the content,characteristics,advantages,and inadequacies of the Shanghai Municipal Government's data openness policy,from policy support,legal construction,institutional management,supervision mechanisms,optimization of data quality,and promotion of innovation collaboration,exploring and promoting the opening up of government data at the top level design and practical effects of countermeasures. |
