Research On The Safeguard Mechanisms For Open Government Data In China

The public demands for data are increasing in the big data Era.Open government data is the inevitable extension for government information publicity in the modern big data Era,at the same time,the purpose of open government data is not opening data itself,but to promote the use of data resources in order to enhance the social creativity and innovation.Based on the system theory and combining process of opening government data,from the perspective of promoting data utilization,a simplified model of open government data is put forward.The model conceives the behavior of opening government data as a process which involves multiple main bodies,multiple elements more links.And the behavior of open government data is influenced by the government's internal environment,interacting with the government external environment at the same time,which is also divided into three stages:initial,operation and end.This model makes clearer delineation of the works of the open government data,which are also the main measures and directions of analyzing the works of open government data.Based on the simplified model of open government data,the research can conclude that the specific measures to open government data in practice involve four big aspects:internal and external culture construction of government,platform construction,data management,working mechanism and so on.Then,we take Shanghai and Guiyang as representatives sorting out the domestic practice of open government data in our country,and in combination with practical observations find out there are some problems in our open government data works:the environment construction of open data is lag,the data management has obvious challenges,and some of the working mechanisms are missing and so on.Further we summarize the advanced experience of foreign countries,mainly analyze the construction practices of the United States and Britain,and find that the open government data works of foreign practice reflect the following characteristics:the system is relatively reasonable,the scope is wide,the platform is excellent,the institution is specialized,and it attaches great importance to the use of the data.Through the literature research and comparative analysis,in view of the existing problems in the China's current open government data and draw lessons from foreign experiences appropriately,the research put forward constructing safeguard mechanisms of our country's open government data should from these aspects:establish and perfect the corresponding legal system of open government data,cultivate the service-oriented work ideas;to speed up the transformation of the public opinions;strengthen data management by strengthening data quality control,expanding the range of open data,shortening data update cycle;establish a unified platform of open government data at the national level and strengthen the management of the open data platform;improve the decision-making mechanism,implementation mechanism,public cooperation mechanism and supervision mechanism for open government data.
