In June 2019,the "Parallel System of Positions and Ranks of Civil Servants" issued by the General Office of the Central Committee of the Communist Party of China were officially implemented,marking that my country’s civil servant management system is moving towards a more complete and comprehensive direction.We should be soberly aware that our country’s civil servant management system still faces a series of problems at this stage.Among them,the promotion of civil servants is an area with more obvious performance and more prominent problems.The original intention of the establishment of the parallel system of positions and ranks is to broaden the promotion channels for civil servants,and to ensure the stability of the civil servants through a reasonable and appropriate increase in the wages and benefits of civil servants.Therefore,how to make the parallel system of positions and ranks really implement and put into place,so that it can play its due role to the greatest extent,and make it a problem worthy of our attention and solution.It is also essential to conduct investigations and sum up experience in the process of implementation.The author of this article is a staff member of the taxation system.Based on the actual situation,using the methods of investigation and in-depth interviews,the H County Taxation Bureau of Hohhot is selected as the object of investigation.Investigate the implementation situation,aiming to put forward some problems in the completion of the parallel system in the county-township taxation,and make comments and suggestions.This thesis takes the H County Taxation Bureau as the research object,and takes the civil servant’s position and rank parallel system implemented in June 2019 as the research subject.Through literature analysis,empirical research and other methods,it analyzes the H County Taxation Bureau’s implementation of the civil servant’s position and rank parallel system.On this basis,relying on two-factor theory,fairness theory and Maslow’s hierarchy of needs theory,it analyzes the background and significance of the parallel system of job and rank;policy environment and other aspects to analyze the problems and reasons of H County Taxation Bureau in the process of policy implementation;finally,to put forward some highly targeted and practical suggestions in order to effectively improve the work of grass-roots civil servants Enthusiasm and initiative,improve the work level of grass-roots civil servants,thereby improving the work efficiency of public departments,and provide reference suggestions for the effective implementation of the current parallel system of grass-roots civil servants’ positions and ranks.
