If there are many virtuous and virtuous people in the state,then the country will be well governed;if there are few virtuous and virtuous people,then the country will be poorly governed,which reveals the important significance of virtuous and virtuous people to national governance.With success of grassroots social governance,more and more positive policy to tilt at the grass-roots level,coruscate gives new vitality,the earth at the grass-roots level of poverty all crucial xi,rural revitalization appeared beauty such as picture,grassroots governance effect,good news,all the projects behind proud achievement,is the strong leadership of the party organization,is the science of grass-roots government decisions,is the people’s unremitting efforts,but also civil servants at the grass-roots level to struggle.However,it is difficult for most grass-roots civil servants to get the corresponding returns.Due to the bureaucratic organizational structure,it is common for grass-roots civil servants to stop at the deputy section level,and their job promotion has encountered a "ceiling",so it is even more difficult for them to jump over the "stumbling block" of the salary promotion associated with it.In the context of overcapacity,some grass-roots civil servants do not work hard and do not seek entrepreneurship and innovation.Instead,they rush for job promotion until they become corrupt officials,which affects the image of grass-roots governments and public officials and undermines the foundation of the Party’s governance.To this end,the General Office of the CPC formulated and promulgated the Regulations on the Concurrent Position and Rank of Civil Servants,which aims to improve the civil servant system with Chinese characteristics,establish a supplementary civil servant rank sequence,construct a new career growth ladder,and guide grass-roots civil servants to settle down at the grass-roots level,work steadfast,improve their quality and promote good governance.The system has been implemented nationwide since June 1,2019,and it has lasted more than one year.Is the system implemented smoothly? What are the voices of grassroots civil servants?Have the expected goals been achieved? How to improve the follow-up implementation? The exploration of these problems is related to whether the system can be better implemented,and more related to whether the Party’s cause can be supported by high-quality and professional civil servants.Based on the questionnaire survey,field interviews as the main research method,the small incision of Y city counties(districts)system implementation conducted a comprehensive research and in-depth analysis,found that the current civil servant posts and ranks of the parallel system to carry out at the grassroots level,there is system is not sound,the implementation does not reach the designated position,the effect is not significant,even Variation from "running officer" to "running rank",etc.From the point of view of the problem,this paper puts forward countermeasures and suggestions to improve the parallel system and promote its better implementation,in order to provide powerful intellectual support and practical reference for the better implementation of the system at the grass-roots level. |
