Research On Multiple Collaborative Governance In Problem Female Community Correction

Community correction,as a non-custodial sentence,means that criminals who meet the relevant community supervision conditions are not imprisoned or deprived of their personal freedom.On the premise of not affecting their normal life and work,they are corrected in their thoughts and behaviors through supervision and management,ideological education,voluntary labor and other forms,helping to repair the social relations damaged by crimes and promoting their smooth integration into society.China’s community correction originated in 2003,marked by the "Notice on the Pilot Work of Community Correction" jointly issued by two high schools and two ministries.Six provinces(cities)were selected to carry out the pilot work,accumulated experience through practice,summed up and promoted,and then popularized nationwide in 2010.The Community Correction Law was officially passed in December 2019,and will be implemented on July 1,2020.Community correction will operate under more standardized legal guidance.From the current situation,China’s community correction work has made some achievements in practice.However,which leads to the failure of community correction work.Taking Zouping City as an example,this paper selects the female groups receiving community correction,and studies the related issues of multi-subjects participating in community correction management under collaborative governance.Firstly,of female prisoners are expounded.Secondly,by means of interview,comparative study and other methods,combined with the practice of community correction of female prisoners,this paper makes an empirical study on the management of community correction of female prisoners in Zouping,and introduces the roles and participation status of all participants in the daily management of community correction.Thirdly,it analyzes the problems existing in the current work of multi-subjects,such as the need to strengthen the cooperation of multi-subjects’ functions,the obvious stylization of multi-subjects’ participation in correction,the poor information exchange among multi-subjects,and the lack of supervision mechanism among multi-subjects.Finally,according to the existing problems,it is proposed to strengthen the awareness of multi-subject cooperation,formulate a standardized multi-subject cooperation mode,set up a correction coordination linkage center as soon as possible,and establish a correction work supervision mechanism,which will help to improve the exploration of community correction management of problem female prisoners under cooperative governance.
