Research On Problems And Countermeasures Of Community Correction Work In G County

Community correction system is the implementation of the criminal policy of tempering leniency with severity.It is a penalty execution system to build a unified,coordinated and complementary system of imprisonment and non-imprisonment punishment.It is an important system for the country to vigorously promote the modernization of governance system and governance capacity.Community correction is the result of the continuous reform and development of the penal system,which is widely applied in the world.Community correction,as an important means of non-custodial punishment and intervention in re-offending behaviors,is ultimately aimed at facilitating the smooth return of community correction objects to society in an open and free socialized environment,which not only greatly reduces the financial pressure of the state,but also effectively reduces social opposition and promotes social stability.Chinese community correction system started late,in 2003 in some provinces and cities pilot,in 2014 in the whole country.In July 2020,China’s first relevant law,the Community Correction Law of the People’s Republic of China,was formally implemented.The development of community correction over the past 20 years has proved that adhering to and improving the community correction system can not only effectively deter and crack down on crimes,promote the correction objects to reform,but also mobilize grassroots organizations and the masses to play a positive role in social governance.It fully embodies the work philosophy of combining supervision and management with education,assistance and support,and the combination of specialized organs and social forces.It also embodies the overall requirements of social governance for systematic,comprehensive,law-based and source-based governance.Under the background of the rule of law,the deepening and improvement of community correction is particularly important.As a western small county in our country,G County started later than pilot area and developed slowly.The paper takes G county community correction work as the study object,found the problem existing in the current G county community correction work,and explored how to improve the quality efficiency of G county community correction work,providing the community correction improvement program for other places with similar district conditions.Through literature review and field investigation,combined with the author’s personal experience of community correction work in G County,the research presents the contents,achievements and difficulties of community correction work in G County in a comprehensive way.Based on the field investigation,it is found that there are some problems in the community correction work of G County,such as unreasonable establishment of institutions,weak team construction,lack of funds,poor communication between judicial departments and low level of public awareness and participation.Based on the above problems,through logical reasoning analysis,it is found that the causes of these problems lie in the following aspects: imperfect organization structure,backward team allocation,increasing work fund demand,lack of cooperation mechanism,inadequate publicity of the rule of law,insufficient participation of social forces and so on.Finally,aiming at the specific problems and causes in the community correction work found in the investigation,the paper proposes to improve the quality and effectiveness of community correction work by improving the composition and setting of community correction institutions in G County,strengthening team construction,increasing funding guarantee,strengthening judicial cooperation,strengthening publicity of the rule of law,and guiding social forces to participate in it.
