Research On The Problems And Countermeasures Of Ningxia Digital Rural Governance

According to the Key Points of Work on Digital Rural Development in 2022,the effectiveness of rural digital governance should be improved,including promoting the smart rural Party building and village affairs management,improving the digital level of rural social governance,promoting the smart rural emergency management,and using digital technologies to help rural epidemic prevention and control."The prosperity of the countryside leads to the prosperity of the country".In the process of promoting rural revitalization,digital rural governance is the strategic direction of immediate rural revitalization,and also an important content of the construction of digital China.With the rapid development of Internet information,digital governance,represented by new technologies such as big data and artificial intelligence,is being widely used in various industries and has become an endogenous driving force for national and social development.It has been deeply involved in People’s Daily life and specific work,becoming a new productive force that cannot be ignored.Is compared with other industry digital governance,rural governance started late,related research is relatively weak,digital technology in the rural governance practice is not mature,ningxia digital rural governance practices are now in a preliminary exploration,research,this paper can provide direction for the development of ningxia digital rural governance and practical path,At the same time,it can also provide cases for the research of digital rural governance in the northwest of China.In this paper,through literature research,interview method,questionnaire survey research methods,such as city Y county of ningxia Z Numbers on the current situation of rural governance to explore,discover Y county through in the planning of the digital construction of rural development,rural,rural electricity aspects such as personnel training supporting system,the construction of rural data communication sharing platform to provide protection for digital rural governance,The introduction of external resources to promote digital rural governance has achieved some results in digital rural governance.However,based on the research and interview results and social governance theory and collaborative development theory,it is found that Y County still has some problems in the above three aspects.The main reasons are as follows:The institutional system construction is not perfect,the village cadres and villagers and other rural governance subjects lack digital literacy,the talent selection mechanism is not perfect,and the participants in governance are not rich.Therefore,it is explored that Z City and Y County of Ningxia should accelerate the pace of digital rural governance through the following ways:First,the construction of digital rural governance system should be improved.Second,the digital communication service sharing platform should be integrated to establish a unified digital basic platform for rural governance.Third,we should encourage the participation of multiple subjects and improve the digital and sustainable operation mechanism of rural governance.Fourth,we should train rural governance subjects through digital technology.
