Research On The Problems And Countermeasures Of Grid-based Governance In S Town,G District,Y City

The level of grass-roots social governance is a litmus test for the harmony and orderliness of townships（streets）and urban and rural communities,to improve the level of grassroots social governance,it is necessary to create a common system of grassroots governance,so that everyone can do his or her duty,achieve the standards of foresight,high precision and create high efficiency,and create an atmosphere in which the general public can participate enthusiastically and social organizations can cooperate actively.The grid is the smallest unit of grassroots social governance,which can provide both fine and accurate professional services for the masses,meet the masses’ aspirations for a better life,relieve social conflicts,and ensure long-term social stability.Vigorously implement grid-based governance,and actively change the previous situation of rough management,so that refinement,diversification,hierarchy,specialization and socialization become the new goal of current social governance.According to the requirements of Jiangsu Provincial Party Committee and provincial government,Y City launched innovative grid-based social governance in early 2018,and S Town of G District focused on the implementation of innovative grid-based social governance throughout the town,focusing on various means such as scientific delineation of grids,building grid platforms,improving organizational systems,and strengthening party building leadership to improve grassroots social governance in the long run.Through various research methods such as literature research method,field interview method and comparative research method,based on the basic theories of public management such as refined management theory,polycentric governance theory and collaborative governance theory,this paper firstly conducts a comprehensive survey on the basic situation of S town and the governance challenges it faces,the implementation and initial effectiveness of grid-based governance,and grasps the actual data to understand that there are still problems in the process of its implementation such as（community）residents’participation is insufficient,information system processing efficiency is not high,full-time grid staff team is weak,some functional grids are in form,etc.;then through analysis,we find the reasons for the problems,such as limited mass participation channels,weak infrastructure construction,backward personnel management system,incomplete management operation mechanism,etc.;at the same time,through the cooperation with Beijing Daxing District,Zhejiang Zhoushan Taohua Town,Jiangsu Changzhou Township and other At the same time,through a comparative study with the advanced experience of grid-based social governance in Beijing Daxing District,Zhejiang Zhoushan Taohua Town,Jiangsu Changzhou Township and other regions,we summarize the excellent grid-based governance concepts and ways and means,and put forward countermeasures and suggestions to further optimize the grid-based social governance in S Township,such as guaranteeing the participation of multiple subj ects in common governance,increasing infrastructure development efforts,strengthening the construction of the grid system team,and improving the operation mechanism of grid-based governance.Through this paper,we hope to provide some help to S town on how to better promote grid-based social governance,and we also hope to provide useful reference for other grassroots townships’ grid-based governance practices.
