| International Road Transport,as a pioneer in implementing the "Belt and Road"initiative,is an important carrier for our country to strengthen economic and trade exchanges and personnel exchanges with neighboring countries,the Ministry of Transport of the People’s Republic of China and other departments have introduced many new policies and measures to improve the business environment and facilitate customs clearance,thus better promoting the development of our foreign trade.As an important node of the Silk Road economic belt and the TIR transport pilot port,Horgos continues to improve with the level of international connectivity,problems such as the imperfect law enforcement and supervision system,the lagging laws and regulations related to international road transport,and the generally low management level of the law enforcement agencies for international road transport management have also become increasingly prominent,it has seriously restricted the development of international road transportation and the construction of legal government departments of transportation.Therefore,how to solve the problems existing in the administrative law enforcement of international road transport,improve the administrative level of international road transport according to law,and promote the modernization of comprehensive management system and management capacity of ports,it is still an important research topic to guide international road transport to develop smoothly on the track of rule of law,better service and guarantee the construction of "Belt and Road".At the beginning of this paper,the author Horgos the background and significance of the research on international road transport administrative law enforcement,and described the main research status in the field of international road transport administrative law enforcement at home and abroad,this paper introduces the concepts of international road transport,Administrative Law Enforcement and international road transport administrative law enforcement,and probes into the related theories of sustainable development,administration according to law,government governance,etc.,to explain the types,characteristics and importance of Horgos international road transport administrative enforcement.The core section of this article introduces the Horgos and status quo of the international road transport administrative law enforcement agencies,with case studies,from the five aspects of administration according to law,means of law enforcement,information construction,law enforcement equipment,law enforcement procedures,etc.,this paper analyzes the causes of the problems from five aspects:International Road Transportation Laws and regulations,organization establishment,management mode,top-level design,law enforcement team,etc..By introducing the experiences and practices of the US and Russian countries on the international road transport administrative law enforcement,this paper sums up the Enlightenment to the Horgos international road transport administrative law enforcement.At the end of this paper,from the domestic and foreign theoretical research results and law enforcement experience,enlightenment,this paper puts forward suggestions and countermeasures for solving the problems of law enforcement in international road transport,including calling on the legislature to speed up the construction and improvement of laws and regulations on international road transport,through the reform of administrative agencies,adjusting the levels of the administrative law enforcement agencies for international road transport according to regulations,implementing the "Vertical unitary" management model to break down the departmental boundaries and form resource sharing,raising the international awareness at the top level and perfecting the relevant law enforcement supporting systems,further implementing the skills training of civil servants and establishing a long-term assessment mechanism for the level of law enforcement in Horgos international road transport. |
