| In the governance system of our country,the most fundamental unit is the community,and the one that best reflects the level of social governance in our country is the situation of community governance.In the new era,in order to further enhance public satisfaction,enhance government credibility,and consolidate the Party’s governance foundation,it is necessary to unwaveringly adhere to exploring innovative ways of grassroots community governance.The participation of cadres in community governance has been an important means and new measure of social governance in China since the 18 th National Congress of the Communist Party of China,and an important way to accelerate the modernization of the governance system.Cadres have gone through a series of special background tests such as poverty alleviation,rural revitalization,and epidemic prevention and control,gradually forming a relatively complete management and governance system.However,although cadres have added strength to grassroots communities in the process of participating in community governance,there are still some problems and shortcomings in the specific implementation process.How to better leverage the advantages of retired cadres in participating in community governance and promote the formation of a good atmosphere of co construction,co governance,and sharing in grassroots communities is the focus of this article.This article takes the practice of sinking cadres participating in community governance in J District of Changchun City as the research object,and puts the research perspective into a more micro level of community governance practice.It summarizes the following problems: firstly,the weak connection and coordination ability between sinking cadres and community governance entities;Secondly,the basic guarantee and incentive mechanism for sinking cadres need to be further improved;The third reason is that some cadres have insufficient publicity,education,and demand surveys among residents.With reference to the typical experience of Hongkou District of Shanghai,Luquan District of Shijiazhuang City,Hebei Province,and Xixiu District of Anshun City,Guizhou Province,and in combination with the theory of meta governance and cooperative governance,corresponding suggestions are put forward to improve the participation of sunken cadres in community governance:first,optimize the relevant security system for sunken cadres to participate in community governance;Secondly,improve the corresponding connection level of the participation of sunken cadres in community governance;The third is to enhance the cooperation between cadres and community residents.In order to effectively improve the effectiveness of social governance by involving cadres in community governance. |
