A Study On The Framework Of European Think Tanks On China-Related Research

Abstract/Summary:
China and European countries are important partners in multilateral relations,trade,and addressing climate change.China-EU relations are one of the most important international relations in the world nowadays.In recent years,European think tanks have increased their research on China issues,providing valuable insights for European governments to adjust their China strategy and foreign policy.In the post-pandemic era,understanding the attitudes and stances of top European think tanks towards China is crucial in judging the policy orientation of European countries.This paper analyzes five top European think tanks,including the Brussels Institute,the French Institute for International Relations,the Chatham House,the International Institute for Strategic Studies,and the Konrad Adenauer Foundation,to explore their attitudes and frameworks towards China-related issues,and to analyze the diffusion path of their views.The research related to China in the past three years from January 1,2020 to December 31,2022 were collected for framework analysis.At the same time,learning from the advanced experience of top international think tanks is a necessary move to promote the high-quality development of Chinese think tanks and enhance their international influence.The study found that the attitudes of the five European think tanks tend to be biased towards China,with a mainly neutral and vague tone supplemented by negative and positive comments.They tend to be neutral and objective towards the environment,economy,culture and technology,and generally hold negative perceptions of China in the fields of military diplomacy,politics and epidemic.In the China-related studies of European think tanks,there are strategic autonomy,protectionist,penetration threat,and revitalized cooperation frameworks in the economic subject area.In the field of political themes,there are the authoritarian dictatorship framework,the power oppression framework,and the political motivation framework.In the field of military diplomacy,there are confrontational conflict frameworks,strategic expansion frameworks,and great nation responsibility frameworks.On the topic of culture and technology,there are frameworks for fear prevention and competition and cooperation.A framework of recognition and collaboration coexists with a framework of suspicion in the domain of environmental themes.In the pandemic subject area,there is an autocratic framework and a privacy invasion framework.The study also shows that European think tanks recognize that cooperation and development will remain the keynote of China-EU relations for a long time to come.However,the rise of China will bring challenges,risks,and even threats to Europe.European think tanks believe that Europe must seek strategic autonomy under the international situation of Sino-US competition.Factors such as Europe’s internal and external difficulties,ideological prejudice,and the need to consolidate discourse power have affected the guidelines for the construction of China-related research frameworks.The rapid development of European think tanks provides valuable experience for China to build high-quality think tanks and enhance international communication capabilities.To achieve this,it is important to give full play to the two-way empowerment advantages of think tanks and media,the brand influence of experts and scholars,and new media resources to achieve precise dissemination and effective access to Chinese discourse.
