With the globalization of the economy and the maturity and development of inter national organizations,the degree of interdependence among countries in the world h as gradually deepened,the competition for simple hard power has begun to decrease,and the contest of soft power represented by international communication has gradual ly become the center of the international stage.On the other hand,with the increase o f China's overall national strength,the Chinese government has increasingly felt that China's economic and social development has a serious mismatch with China's global image and China's soft power construction.The report of the Nineteenth Party Congr ess emphasized that the development of international communication capabilities,goo d Chinese stories,and a true,three-dimensional and comprehensive China.The 16 countries in Central and Eastern Europe are not unfamiliar to China.Bef ore the Cold War,countries in Central and Eastern Europe belonged to the socialist ca mp with China.After the Cold War,because of the change in ideology and regime,th e two sides became strangers.Under the Western-dominated values and discourse syst ems,China and Central and Eastern European countries are constantly experiencing s mall frictions and communicate with each other with delicate and complex relationshi ps.With China's economic growth,Chinese economic and trade exchanges with Cent ral and Eastern Europe have increased.China and Central and Eastern European coun tries have also participated in the dialogue under the “16+1” framework.This article will use Chinese international communication for Central and Eastern European count ries as a research point,combining the development history of China and Central and Eastern European countries,especially the “16+1 Cooperation” and “The Belt and Road Initiative” to bring historic opportunities for both parties.
