| Under the background of the reform of Party and state institutions in 2018 and the transformation of the armed police system of public security in 2019,the local emergency management department is responsible for the handling of emergency affairs,and coordinates with other departments represented by the public security and fire brigade.Before organizational embedding,departmental interests are interpreted from three levels:role positioning,value selection,and administrative incentives.In terms of role positioning,the role positioning of the local emergency management department,as the enabling department,should be more inclined to enable other departments to play their functions,while the fire rescue detachment is a functional department,and its positioning focuses on emergency rescue;In terms of value selection,the emergency management department hopes to mobilize the personnel of the fire department to carry out rescue activities,but the fire department chooses to implement or not implement it based on its own interests;In terms of administrative incentives,the prevention and rescue system has no subordinate relationship with the local emergency management system and has no direct jurisdiction,so the administrative incentive cannot be effective in this sense.On this basis,the analysis framework of "transaction cost-legitimacy mechanism" is constructed,and the internal logic of the three-layer representation of departmental interests in cross-departmental collaboration is analyzed from the dimensions of coordination cost and incentive cost of transaction cost and strong constraint and weak constraint of legitimacy mechanism.In the emergency system,the local emergency management department and other departments represented by the fire rescue detachment are in a bilateral cooperative relationship and have been in a long-term bilateral cooperation relationship,responsible for handling different nodes of public affairs,so high coordination costs and incentive cost incentives are required;In addition,in order to achieve synergistic effects,local emergency management departments need to seek to win the attention of superior leaders,in this case,on the one hand,there is a possibility of failure,on the other hand,prolonging the coordination process,which brings high coordination costs,or the possible realization of coordination requires high incentive costs to encourage the active participation of the coordinating subject,that is,from both financial and political incentives,the profit-seeking behavior under the value selection requires more coordination costs,which in turn causes high transaction costs,so that in the case of high transaction costs and weak legal mechanism constraints,Synergy failures occur from time to time.After the organization embedding with personnel embedding and party group embedding as the main content,based on the analysis framework of "transaction cost-legitimacy mechanism",the cross-departmental synergy effect after the organization embedding occurs is analyzed.In order to weaken the coordination failure of emergency fire departments,local emergency management departments explore ways to strengthen coordination in practice,that is,personnel embedding and party group embedding.People embedding and party group embedding initially through institutional embedding,but after embedding occurs,they are interlocking relationship embedding,cognitive embedding and political embedding.In the dimension of transaction costs,the coordination cost and incentive cost change,and in the dimension of legitimacy mechanism,the emphasis on institutional factors in the strong sense and the incentive inducement in the weak sense also change,and finally the low transaction cost of "low coordination cost+low incentive cost" and the strong legitimacy mechanism of "strong meaning enhancement+weak meaning strengthening" are formed,in this sense,the organization is embedded by reducing the transaction costs induced by departmental interests and enhancing the legitimacy mechanism constraints.In turn,cross-departmental synergies are improved and synergies are enhanced.Based on the research of W City,it is found that:first,the inter-departmental coordination of the local government at the same level is difficult under the influence of departmental interests.In view of the different role positioning of enabling departments and functional departments of local emergency management departments and fire departments,the difference in value choice of rational person’s role and insufficient administrative incentives,resulting in "high coordination cost and zero incentive" under transaction costs and the obstruction of strong meaning and weak meaning under the legal mechanism,and finally the difficulty of coordination.Second,after embedding and intervention,to some extent,the adverse impact of departmental interests on cross-departmental collaboration can be improved,so as to improve the possibility of successful collaboration.Personnel embedment and Party group embedment are initially embedded through institutional embedment,then interlocking relationship embedment and political embedment,which lead to low transaction cost of "low coordination cost+low incentive cost" and strong legitimacy mechanism of"strong meaning enhancement+weak meaning enhancement",and finally the possibility of successful collaboration is enhanced.Based on this finding,policy suggestions are put forward,that is,leading the construction of emergency response community at the highest level,and building the common prosperity of political achievements by sharing rewards and responsibilities. |
