| Traditional administration emphasizes specialization and division of labor,which guarantees the unified execution of the superior command and serves daily administration.However,with the society development,there are more and more cross-sectoral and inter-regional cooperation.At present,most government departments still use the traditional administration mode to deal with the problem of cross-sectoral management,resulting in many drawbacks such as disputes between departments and difficulty in information communication.Traditional administrative management models have become increasingly difficult to deal with issues across departmental boundaries.lt is urgent to establish a management model for cross-sectoral problems.The implementation of "GMS convenient transport agreement"belongs to the typical scope of cross-sectoral management,therefore,this paper aims to explore the construction of the cross-department collaborative management mechanism of the government in China through the research on the cross-sectoral collaborative management in the implementation of "GMS convenient transport agreement.First of all,this paper has summarized the dynamic theory,structure theory and process theory of cross-sectoral synergetic management,and reviewed the evaluation of cross-departmental synergetic management and the application of Entropy weight matter-element analysis.Secondly,this paper has investigated and analyzed the current situation of cross-sectoral coordinated management of Yunnan government in the implementation of"GMS convenient transport agreement"by field survey.Thirdly,under the guidance of synergetic management theories,the main influencing factors,influencing paths and influencing mechanisms of cross-sectoral collaborative management of Yunnan government in the implementation of "GMS convenient transport agreement" have been analyzed and studied.Fourthly,the evaluation index system and the evaluation model of cross-sectoral collaborative management of Yunnan government in the implementation of"GMS convenient transport agreement" has been established.Finally,in combination with the above research,this paper has classified and analyzed the reasons for the low level of cross-sectoral cooperation of Yunnan government in the implementation of the "GMS convenient transport agreement".On this basis,under the guidance of the collaborative management theory,this paper has put forward relevant suggestions aimed at building an efficient cross-sectoral cooperative management mechanism.To some extent,the above research enriches the relevant theories of cross-sectoral cooperation of Chinese government,and pushes the evaluation of cross-sectoral collaborative management to a quantitative research level.The research conclusions can be used as a reference for the decision-making of "Yunnan provincial convenient transport committee office" and the competent government departments at all levels in the "GMS convenient transport agreement". |
