The Research Of Cross-sectoral Collaboration Mechanism In Management Of Ocean Environment In Quanzhou

Public administration reform has undergone cracking of structure and fragmentation of function w ith the development of soci ety, therefore, different departments need to cooperate to realiz e the goal of manage ment. Cross-sector collaboration appears rather importa nt against the background of public administration complication, government organization fragmentation and stakeholder diversification. China is a m arine power and Quanzhou is a southern coastal city. Called “five dragons governing the sea”, Quanzhou’s marine economy develops quickly and has m any marine environmental ministries. Effective cross-secto r collaboration mechanism is the point to p rotect marine environmental resources and realizing marine economy sustainable de velopment. This thesis will f ocus on analyzing the cooperation m echanism in coastal environmental administration, sorting out the theory foundation of m arine collaborative governance, summ ing up specific cooperation m echanism, analyzing the function effects of cooperation mechanism and exploring the internal and external causes of influencing functioning effect based on the above background.Firstly, this thesis is based on theory of collaborative public administration, sorting out four common cross-sector collaboration mechanism, namely coordinative work groups, cross-ministerial meeting, joint la w enforcement action and adm inistrative cooperation agreements. Moreover, interview and participant observation are used to empirically study the cross-sector collabo ration mechanism of Quanzhou’s m arine environmental administration, which intensifies the logicality of theoretical deduction and empirical analysis.Secondly, this thesis com pares the f unctioning effectives of cooperative mechanism. Problems exists in som e cooperative mechanisms that run ineffectively, which are isom orphic responsibility in cooperation stru cture, island effect in information cooperation, predic aments of inef ficiency in collaboration execution, optional disorder in procedure running. The reasons that cooperation mechanism runs poorly are concept factor, mechanism factor, interest factor and restriction factor.Finally, this study put forward counterm easure from micro and macro levels. As for the optim ization of the m acro strategy, the key em phasis is handling well the relationships of department integration and fragmentation, institution and mechanism, achieving the changing of department cooperation from external promoting to internal drive. And for the optim ization of the m icro strategy, five m easures are carried forward, namely, shaping the value idea l of collaborative public management, breaking the ice shell of isom orphic responsibility, propelling the reform of cooperation structure by way of inform ation technology, pe rfecting cooperation procedure with system refor mation and building the cooperation network of government-society.
