Research On Digital Economy Promoting High-quality Develoment Of Rural Revitalization

After the Party’s 19 th National Congress put forward the strategy of revitalizing the countryside for the first time,the No.1 Document of the Central Government has continued to make clear deployments around the themes of adhering to the priority development of agriculture and rural areas,comprehensively promoting the revitalization of the countryside,and accelerating the modernization of agriculture and rural areas.priority development,and consolidate and expand the results of poverty eradication.This has pointed out the direction for China to continue to do a good job in the rural revitalization strategy,which should promote the high-quality development of rural revitalization.As a new economic form,digital economy plays a key role in promoting the transformation and upgrading of rural industries and upgrading the level of modernization of agriculture and rural areas.However,China is vast and there are great differences in factor endowment and resource environment in different places,and the development of rural digital agriculture and digital infrastructure construction are uneven.How to seize the historic opportunity of digital economy development and promote the high-quality development of rural revitalization has become a key issue to be solved urgently.An in-depth study on how the digital economy can promote the high-quality development of rural revitalization in China can provide data support and policy implementation space for solving the unbalanced and insufficient development of rural areas and achieving common prosperity for all people.In order to give full play to the role of digital economy and promote the high-quality development of rural revitalization,this paper defines the concepts of digital economy,rural revitalization and high-quality development on the basis of combing and summarizing relevant literature,studies the connotation and definition of high-quality development of rural revitalization,and theoretically analyzes the impact of digital economy on high-quality development of rural revitalization.Based on the connotation and the new development concept,the index system of the level of high-quality development of rural revitalization is constructed,and the evaluation method is used to measure the level of high-quality development of rural revitalization in 30 Chinese provinces and cities from 2014 to 2021 and analyze it through the study of evaluation methods.Based on the theoretical analysis and measurement results,the impact of digital economy on the high-quality development of rural revitalization is analyzed empirically with the help of statistical tools such as gray correlation degree and panel data model.Based on the results of the measurement analysis and empirical analysis,research conclusions and problems are obtained,and corresponding countermeasure suggestions are proposed accordingly.The details are as follows:Firstly,the concepts of digital economy,rural revitalization and high-quality development are defined,and the connotation of high-quality development of rural revitalization is grasped and attempted to be defined in terms of its essence,purpose and key leadership,and the impact of digital economy and its two dimensions on high-quality development of rural revitalization is analyzed theoretically.Based on the definition of high-quality development of rural revitalization,the LDA theme model and fuzzy set method are introduced from the new development concept to screen out appropriate indicators and construct an index system for the level of high-quality development of rural revitalization,while the evaluation method is studied and the longitudinal and horizontal pull-out grade combination evaluation method based on entropy value method,CRITIC method and equal weight method is proposed to provide theoretical support for the high quality development of rural revitalization The method provides theoretical support for the measurement of the level of rural revitalization.Secondly,through the constructed index system and the proposed measurement method,the level of high-quality development of rural revitalization of 30 provinces and cities in China from 2014 to 2021 is measured and analyzed,and the results show that the polarization of the level of high-quality development of rural revitalization of China is obvious,and the trend of change shows that the level of high-quality development of rural revitalization of each province and city is increasing and decreasing,and the spatial distribution shows that the regional differences of high-quality development of rural revitalization of China based on the rank division can be judged.From the spatial distribution,we can judge that the regional differences in the quality development of rural revitalization in China tend to expand,while the regional differences are narrowing based on the size of the values.For this reason,further analysis is conducted using Dagum Gini coefficient and Kernel density estimation,and it is found that the overall Gini coefficient of rural revitalization quality development level,most intra-and inter-regional Gini coefficients are decreasing,and inter-regional differences are the main source of overall differences,while the level of rural revitalization quality development in China is increasing,but the growth rate is slow,and the absolute differences among provinces and cities The absolute differences among provinces and cities have been narrowed.Again,based on the theoretical analysis of the impact of digital economy on the high-quality development of rural revitalization and measurement of the level of highquality development of rural revitalization,Pearson correlation coefficient and gray correlation are used to explore the correlation between digital economy and high-quality development of rural revitalization initially,and it is found that there is a positive correlation between high-quality development of rural revitalization and digital economy,as well as a correlation with digital industrialization and digitalization of industry.Further empirical analysis was conducted using a panel data model,and the results showed that the digital economy has a facilitating effect on the high-quality development of rural revitalization,while both digital industrialization and industrial digitization can promote the high-quality development of rural revitalization,and the impact of digital economy on the high-quality development of rural revitalization in different regions is different.Finally,based on the results of the measurement analysis and empirical analysis,research conclusions and problems are obtained,and based on the conclusions and problems,reasonable policy suggestions are put forward in terms of reasonable regulation of rural digital policy resources to narrow the gap of rural revitalization high quality development;promoting digital industrialization and industrial digitization to help realize rural revitalization high quality development;strengthening regional rural digital economy cooperation to jointly promote rural revitalization high quality development.
