| The report of the 20th National Congress of the Communist Party of China pointed out that we need to deeply implement the innovation driven development strategy and accelerate the construction of a technological powerhouse.Achieving self-reliance in science and technology is the key to promoting Chinese path to modernization,and high-level science and technology management is of great significance for improving the efficiency of scientific and technological innovation.This article will be dedicated to exploring diversified methods for optimizing the scientific and technological management of the Surveying and Mapping Geographic Information Bureau of Heilongjiang Province.Starting from the composition of science and technology management,based on public governance theory,new public service theory and incentive theory,this paper combs the status quo of science and technology management from four aspects,namely,science and technology management organization,science and technology talent management,science and technology project and fund management,and science and technology achievements management,by using the literature collation method,statistical analysis method,and inductive reasoning method,combined with the reality of science and technology management of Heilongjiang Surveying and Mapping Geographic Information Bureau Analyze the existing problems and their causes,and propose countermeasures and suggestions for optimizing scientific and technological management,such as improving the innovation oriented management system of scientific and technological organizations,improving the sustainable management mechanism of scientific and technological talent management,standardizing the management mechanism of scientific and technological projects and fund performance,and strengthening the construction of the guarantee system for the transformation of scientific and technological achievements. |
