The Type Of Cross Department Collaboration Of County-level Government And The Resolution Of Their Dilemma

The report of the Nineteenth National Congress of the Communist Party of China pointed out that since then in 2035,my country will basically achieve modernization of the national governance system and governance capabilities.One of the cutting-edge academic theories of public management research is synergistic governance.At the 19th National Congress of the Communist Party of China,we clearly pointed out that by 2035,we will fully establish a comprehensive national governance system,and in the process,we will strive to promote the development of various fields.In the process,we will continue to explore how to better promote the legitimacy,transparency,and orderlyness of the government,and to continuously improve our government work in the process.After comprehensive reforms,including optimizing the business environment,strengthening the regulatory system,re-implementation of the implementation,and actively exploring cross-departmental collaboration,we will effectively improve the operating efficiency of enterprises.Although the implementation of the reform requires the joint efforts of various departments,in order to make the operation of the commercial system more efficient,it must across the boundaries of the department,strengthen cooperation between departments,and continuously improve the coordinated capabilities of various departments.Studies have shown that cross-departmental collaboration is not only one aspect of government management,but an integrated operation,especially in county-level government departments,its types and optimization methods are more complicated.Therefore,in-depth exploring its actual application value.Studies have shown that many forms of China’s grass-roots cross-departments have been fully recognized.However,because we only pay attention to the specific behaviors and operating mechanisms of the grassroots government,and lack a complete,systematic framework to explain these synergy forms,how to correctly understand the necessity of coordination of grass-roots cross-departments,and how to regulate collaboration between departments.Relations still have important theoretical value and practical significance.Based on multiple instances,this article,from the perspective of type science,deeply explores the current collaborative model between county-level government departments,and analyzes the background and institutional mechanism of its formation,in order development provides useful reference.Under the framework of the type of learning analysis,this article mainly introduces four cross-department coordination models from the aspects of the number of government departments and division of responsibilities.Then use L County as an example to present a typical case of cross-border collaboration between the county government departments.On the in-depth analysis of the problems of the cross-border cooperation between the county government departments in the case of the case,comprehensive and interview results,the analysis framework has made full use of the cross-analysis of the theories of boundary associations.This article believes that whether the division of responsibilities between the departments and the division of responsibilities between departments is clear is the main factor that affects cross-departmental coordination.In County L,in order to improve the ability of cross-departmental collaboration,we should put forward feasible suggestions from the micro level;at the macro level,we should formulate effective policies to better improve the cross-departmental coordination system of the county-level government departments and make them make it read the best state.
