| Community owner autonomy is a beneficial exploration of community self-management,self-education and self-service,and an important measure to innovate community governance model.The implementation of autonomy in the community is conducive to promoting public interests and should be supported.However,the investigation in Y District of Q City found that the implementation of owner autonomy is not easy and fraught with difficulties.This kind of urban community proprietors self-governance movement led by the industry committee maintains individual private property rights and provides public goods in a way of collective action,facing the dilemma of collective action.Then,in the perspective of Chinese-style grassroots governance,how does the group of owners get out of the dilemma of collective action and solve the problem of the failure of the supply of public goods?The main body of the thesis consists of four parts.First of all,starting from the assumption of rational person,this paper discusses the causes and manifestations of the collective action facing structural difficulties because the owners of the community keep silent about the tragedy of the community Commons,and focuses on the action logic that the external intervention force driven by politics is the breaking of the stage of small groups,as well as the action results of the emergence of core actors in the community,which facilitates the construction of the platform of owners’ autonomy.Secondly,the paper makes an in-depth study of the causes of the external dilemma faced by the large collective stage,focuses on analyzing the action process of collective identity and accumulated social capital to help the large collective break through the second dilemma,and discusses the stage results of the large collective action in the positive income stage to gain attention and resources.Thirdly,from the perspective of self-organization self-construction,this paper discusses the conditions of sustainable collective action,focuses on the analysis of the action process of self-organization system design,and discusses the internal mechanism of the owner self-organization to solve the institutionalized dilemma and realize the long-term collective action.Finally,this paper summarizes and distillate the chain of owners’ self-organization to solve the dilemma of collective action,and comprehensively spread the time line of owners’ self-organization from scratch to strength from the medium level.Besides,it thoroughly analyzes the dilemma types,breaking forces and stage achievements in each stage of development from the micro perspective,and thoroughly sorts out the dynamic process of revitalizing the public affairs governance cause of the community and puts forward realistic thinking.Based on the existing researches on collective action theory,this paper starts from the perspective of self-organization theory,takes the development course of owners’ autonomy in Y community in Q City as the object of analysis,takes collective action theory and self-organization theory as the theoretical basis,combs the development context of owners’autonomy from the meso-view and micro-level,and finds out the logic behind owners’self-organization to break the collective action dilemma.Thus,a complete analytical framework is formed.This study is committed to solving the community’s collective dilemma,reversing the vicious circle of public service supply,and realizing the transformation of public order from shutdown to operation. |
