The installation of elevators in old residential areas is an important measure taken by the government to adapt to aging,provide non basic public service supply,and enhance the government’s governance level and capacity.The 14th Five Year Plan first proposed non basic public services to meet the growing needs of a better life.As a self organizational behavior,scholars have put forward many theories on the achievement of collective action.Ostrom summarized 8 rules to define the institutional conditions for successful public affairs governance,which have demonstrated adaptability in many practices.However,in the Chinese context,there are relatively few practices that rely solely on residents’self-organization to achieve collective action and achieve effective supply of non basic public services.Instead,they rely more on the embedding of relevant subjects to break the collective action dilemma and form effective public governance.As a public matter centered around the people and benefiting people’s livelihoods,how to bridge the interests of all parties and achieve collective action in practice is an important measure to achieve effective governance of public affairs.Through the research on the problem of installing elevators in old residential areas in Qingdao,this paper focuses on three issues:how to break through the dilemma of collective action,what is the generation mechanism of collective action,and how to make the collective action of installing elevators sustainable.Combining the embedding theory and the collective action theory,this paper constructs a Community Governance framework for installing elevators.From the perspective of constructivist analysis,the analysis is conducted from the perspective of the subject process dimension.Through six core mechanisms:concept embedding,organizational embedding,relationship embedding,institutional embedding,resource embedding,and power embedding,a detailed analysis is conducted on three governance methods:government driven,elite driven,and social organization driven.Research has found that the collective action of installing elevators in old residential areas runs through three stages:the early stage,the operation stage,and the later stage of existence.In the early stage of collective action,each action subject achieves multi-party participation in collective action through rational division of labor through technology,embedding ideas,organizations,and resources;In the operational stage of collective action,different action subjects aim to form effective partners,bridge interests through relationship embedding,power embedding,and institutional embedding,and achieve collaborative participation in collective action;In the later stage of collective action,in order to maintain collective action,various actors achieve continuous participation in collective action through institutional embedding,relational embedding,and organizational embedding.The main reason for the different types of collective action by installing elevators lies in the differences in community endowments.Different types of collective action models have their own advantages and corresponding difficulties.Therefore,governance needs to be implemented from various stages.In the early preparation stage,focus on forming a collective action scale and promoting participation in collective actions;In the generation stage,focus on reducing the cost of action participation and improving the synergy of action benefits;In the later survival stage,it is necessary to promote collective action stability and enhance the sustained participation of the main body.Embedding external forces into grassroots community autonomy can better leverage governance effectiveness and promote the governance of community public affairs. |
