Research On The Development Of Party Branch Led Cooperatives From The Perspective Of Administrative Organization Theory

The report of the 19th National Congress of the Communist Party of China pointed out that to strengthen the building of grassroots organizations,it is necessary to "focus on solving the problems of weakening,weakening and marginalizing some grassroots party organizations." The report of the 20th National Congress once again emphasized the importance of rural revitalization,requiring comprehensive promotion of rural revitalization,full development of a new rural collective economy,and the development of new agricultural management subjects and socialized services.As an important part of the new agricultural mainstay,the cooperatives led by party branches are based on consolidating the basic management system in rural areas,focusing on improving the organizational strength of rural grassroots party organizations,and strengthening the link between the interests of village collectives and farmers,highlighting the core role of the party’s leadership and is an important way to consolidate the party’s foundation at the grassroots level in rural areas.Over the past five years,the leading bodies of village party branches in various localities have embarked on a road of strengthening villages and enriching the people with the spirit of daring to do things and grasping things to the end.However,the development of cooperatives led by party branches in some places is still unfavorable,and party branches and grassroots governments,as the main coordinators of this issue,are facing increasing pressure,and the growing needs of cooperative members for a better life are becoming more and more urgent.This paper uses questionnaire surveys,case interviews and other methods to carry out research,through visits to the Organization Department of F County,the Agriculture and Rural Bureau,the Agricultural Technology Station,the Fruit Industry Station and other relevant departments,collects and sorts out the relevant information of some party branches leading cooperatives in F County,and summarizes the five main types of cooperatives led by Party branches in F County,including leading land shareholding cooperatives,leading production and operation cooperatives,leading service(labor)cooperatives,village party organizations leading cooperatives to invest in leading enterprises and other forms.The experience enlightens three aspects of the typical cases of cooperatives led by party branches in the area,and further summarizes the results achieved by the party branches of F County leading cooperatives in recent years.However,through the survey,it was found that there are still many problems in the development of these cooperatives.From the perspective of administrative organization theory,this paper analyzes the general social environment and the specific(work)environment that affect organizational stability,the former including the generally small scale of cooperative development,the serious phenomenon of "shell society"and "zombie society",and the lack of typical demonstration society,etc.,the latter includes the low degree of cooperation between functional departments,the low efficiency of cooperative leadership groups,the lack of cooperative talents,and the lack of obvious government mobilization effect.In view of this,this paper further analyzes the deep-seated reasons behind these problems from two environmental levels,including the low threshold for cooperatives to join the cooperative,imperfect management norms and insufficient capital protection of cooperatives,and the specific(working)environmental level refers to the lack of cooperation spirit of cooperative members,unclear responsibilities of party and government organs,inadequate talent training and management,and insufficient implementation of government social policies.Next,this paper starts from improving the construction of institutions and mechanisms,accurately positioning the role of the government,and establishing sound people.From the perspective of talent absorption and cultivation mechanism,countermeasures and suggestions were put forward,in order to effectively play the role of branches leading cooperatives in promoting income,improving the rural living environment,and helping party branches lead the construction of cooperatives and rural revitalization strategies.
