Research On The Development Problems And Countermeasures Of Rongcheng Party Branch Leading Cooperatives

Since the report of the 19th CPC National Congress proposed the implementation of the rural revitalization strategy,the Party and the state have introduced a series of supporting policies around the five aspects of rural revitalization.According to Article 10 of the Regulations on the Work of Party Branches of the Communist Party of China(Trial),the key tasks to be undertaken by village Party branches are to give overall leadership to all kinds of organizations and work under the village,carry out work centering on the implementation of the rural revitalization strategy,organize and lead the peasants to develop the collective economy,take the road of common prosperity,lead village-level governance,and build a harmonious and beautiful countryside.It can be seen that primary-level Party organizations play an increasingly prominent role in promoting the implementation process of rural revitalization strategy and strengthening and improving rural governance.As the aging of rural population worsens,rural land is abandoned.Party branch leader cooperatives are cooperatives established by party branches for land transfer.By combining the political and organizational advantages of party branches with the economic advantages of cooperatives,the hidden dangers of abandoned land can be solved,villagers’ income sources can be increased,rural industries can be developed,and rural revitalization can be realized.The development of Party branch led cooperatives has become one of the ways for more and more local governments to realize rural revitalization.Since Party branch led cooperatives were implemented in Rongcheng in 2019,Party branch led cooperatives have played an increasingly obvious role in rural land transfer,collective economic income increase and rural industry revitalization.However,some problems and drawbacks have also emerged in the development process of Party branch led cooperatives.The existence of these problems is not conducive to Rongcheng City Party branch led cooperative long-term development.In this paper,the background of the development of Rongcheng Party branch cooperatives and the relevant support policies introduced were sorted out,and a town of S was selected as a case for field research,mainly using case analysis and interview method to study,to understand the general situation of the development of Party branch cooperatives,development mode and achievements in detail.According to the data obtained from interviews with relevant personnel of Party branch cooperatives and field research,the existing problems of Party branch cooperatives in Rongcheng are mainly manifested in non-standard management of Party branch cooperatives,immature operation mechanism of Party branch cooperatives,and insufficient participation of villagers in Party branch cooperative affairs.Through analyzing the data obtained,This paper believes that the main causes of the problems are the imperfect policies and systems related to the development of Party branch led cooperatives,the lack of endogenous power of the development of Party branch led cooperatives,the lack of benefit sharing mechanism between villagers and party branch led cooperatives.In order to guide Party branch led cooperatives to develop better,healthier and longer term,this paper argues that it is necessary to guide the government,Party branches themselves and third-party governance bodies to participate together and give full play to their respective advantages and strengths,so as to give full play to the role of Party branch led cooperatives in rural revitalization and make Party branch led cooperatives break out new vitality.
