Research On The Grass-roots Burden Reduction Of Tax Department Under The Background Of Digital Governance

Since the 18th National Congress of the Communist Party of China,the importance of using information technology to promote the modernization of governance capacity has been constantly emphasized.The reform with the theme of digital governance gradually extends to the grass-roots level.Many local governments actively use information technology to promote the reform of grass-roots governance.With the support of big data and the Internet,various intelligent terminals,government apps and information platforms are increasingly widely used at the grassroots level.While the new technology improves the overall efficiency of the government,there are still many problems in grassroots governance,and the heavy burden on grassroots is one of them.This paper attempts to explore the generation logic of grassroots burden and put forward countermeasures and suggestions through systematic analysis combining theory with practice.In this paper,taking the grass-roots tax service hall of T District Tax Bureau as an example,through in-depth interviews,the workload status of grass-roots staff is known,and the interview data are collected,coded and analyzed.The investigation found that the burden on the grass-roots level is manifested in five aspects:the new form of meeting sea,the heavy trace of examination,the great pressure of accountability from superiors,the complicated tasks and the people’s incomprehension.Based on the background of digital governance,this paper discusses the generation logic of grassroots burden from the perspective of bureaucracy theory and technology acceptance model.The reasons include non-standardization of organization,disorder of work,mismatch of power and responsibility and non-acceptance of technology.Non-standardization of organization includes non-specialization of division of labor,non-rationalization of objectives and non-matching of personnel;The disorder of work includes the vertical overweight of superior pressure,the horizontal accumulation of departmental pressure,and excessive supervision and assessment at all levels;The mismatch of power and responsibility includes power collection,responsibility reduction and willful accountability;Non-acceptance of technology includes imperfect technology development,inconvenient technology use and inaccurate technology application.Based on the above reasons,we should start with standardizing the organization and management system,improving the government responsibility system,exploring new administrative mechanisms,and improving the information technology platform,so as to effectively reduce the burden on the grassroots,stimulate the innovation and development vitality of the grassroots,and further promote the development of digital governance at the grassroots level.
