With the reform and development of China’s education industry,the "Double Reduction" policy plays an increasingly important role in the process of reducing the burden of primary education.For a long time,the implementation of China’s education burden reduction policy at the primary school level is difficult to continue to implement,and the implementation effect is difficult to achieve the expected goals.Taking the Smith model as the theoretical perspective,this paper selects the primary school in Jinfeng District of Yinchuan City as the research object,and on the basis of extensive research on the relevant literature on the implementation of education burden reduction policy and public policy at home and abroad,analyzes the main content of the "Double Reduction" policy,studies the implementation status of the "Double Reduction" policy in Jinfeng District,and discusses the changes of the implementation of the "Double Reduction" policy in schools,parents and students in the implementation of the "Double Reduction" policy in urban primary schools in Jinfeng District.In the study,it is found that there are the following problems in the implementation of the "Double Reduction"policy:lack of specific measures for local policies,poor implementation effects of local executive agencies,parents’ and students’ recognition of policies need to be improved,and social evaluation of education needs to be improved.This paper uses the Smith model to explore the causes of problems in the implementation of the "Double Reduction" policy,which are mainly manifested in:local "Double Reduction" policy has not been formulated,local implementation agencies are not in place,the demands of target groups are difficult to convey,and the cognitive concepts of education at the social level are different.Finally,the paper puts forward countermeasures to improve and improve the local "Double Reduction" policy,improve the implementation ability of local implementation agencies,guide target groups to reasonably understand the "Double Reduction" policy,and create a good policy implementation environment.
