| The excessive academic burden on primary and secondary school students has had a serious impact on the development of the country’s education.To cultivate the next generation,the General Office of the CPC Central Committee and the General Office of the State Council jointly issued the “Opinions on Further Reducing the Homework and Extracurricular Training Burden of Compulsory Education Stage Students” on July 24,2021,also known as the “Double Reduction”policy.Compared with previous policies to reduce the burden,the “Double Reduction” policy more strictly limits the amount of homework for primary and secondary school students and regulates extracurricular training institutions.With the implementation of the “Double Reduction”policy,the quality of teaching by teachers has improved effectively,exams and homework have been controlled effectively,and the number of extracurricular subject training institutions has decreased significantly.However,other issues have also accompanied the implementation of the“Double Reduction” policy.This study mainly focuses on Y district in Sichuan as the research object.It uses methods such as text analysis,questionnaire survey,and interview to gain an in-depth understanding of the implementation of the “Double Reduction” policy in Y district.Based on the implementation of the “Double Reduction” policy and combined with the Smith policy implementation model,it conducts a detailed analysis of the problems and causes existing in Y district during the implementation of the “Double Reduction” policy,and proposes corresponding countermeasures on this basis.Specifically,this paper first reviews the current state of domestic and international research,and clarifies the research significance,direction,approach and method of this paper.At the same time,it sorts out the basic concepts and theoretical foundations of the implementation of the“double reduction” policy.Secondly,taking Y district as the research object,it conducts surveys on education department workers,school teachers,training institution workers,students and parents,and uses Smith’s implementation model to analyze the current effectiveness and problems of the “double reduction” policy implementation in Y district.These problems include the lack of scientificity of policy texts,the insufficient execution power of education departments,the pursuit of personal development by schools,the resistance behavior of students and parents,the survival of off-campus training institutions,and the contradiction between policy and education environment.Finally,it proposes relevant countermeasures such as improving the execution power of policy implementation agencies,enhancing the recognition degree of students and parents,and creating a good policy environment for the above problems. |
