The cornerstone of national development is education,yet two major issues arise in the compulsory education stage: primary and secondary students are burdened with the weight of both schoolwork and external instruction.The influence of education professionals is intensifying.The purpose of quality education is not only violated by these phenomena,but their physical and psychological health of primary and secondary school students is detrimentally affected,thus significantly obstructing the reform and advancement of basic education.In 2021,the government proposed the "double reduction" policy and implemented it on a pilot basis.In view of the current social reality,General Secretary Xi Jinping stressed that the homework burden and off-campus training burden of students in the compulsory education stage must be further reduced.Today,the "double reduction" policy is not only a political responsibility to continuously promote new ideas,but also a difficult challenge that requires us to accept and innovate boldly.This article starts from the perspective of implementing the "double reduction" policy,selects Z city as the research object,investigates the implementation effect of the "double reduction" policy in the primary school stage,and clarifies the achievement of the goals of the "double reduction" policy.Based on the Mittel-Horn policy implementation system model and social construction theory,this study focuses on investigating and analyzing the actual implementation of the "double reduction" policy in relevant education departments and some primary and secondary schools in Z city.And propose targeted optimization measures,hoping to provide reference for the implementation of other similar policies.This article uses literature research,questionnaire survey,and interview methods as the basic research methods to sort out domestic research on the "double reduction" policy and foreign research on the implementation of burden reduction policies,providing a theoretical basis for the conduct of this study.Using relevant staff members from the education administrative department,school leaders,primary and secondary students,teachers,and parents in Z city as survey subjects,first-hand information on the implementation of the "double reduction" policy was collected through questionnaire survey and interview methods,and the current situation of the implementation of the "double reduction" policy in Z city was learned.It has been found that the pressure on primary and secondary school students in Z city to pursue higher education remains high,there are phenomena such as "policies in place,countermeasures in place",and some training institutions are still quietly conducting illegal training.Combined with the Mittel-Horn policy execution system model and social construction theory,this paper analyzes the problems in the implementation process of the "double reduction" policy from multiple aspects,including the clarity of policy objectives and standards that affect the effectiveness of policy execution,the adequacy of policy resources,the smoothness of communication and execution actions between organizations,the system environment,and the tendency of the executors.It also analyzes the cognition of policies among multiple subjects,The impact of cultural environment and other factors on the implementation of the "double reduction" policy.Based on the analysis,this study proposes the following optimization measures: improving the "double reduction" policy,improving policy feasibility,strengthening changes in the policy execution environment,promoting support and cooperation from the executing entities,absorbing the strengths of others,and promoting the implementation of the "double reduction" policy.I hope to effectively alleviate the heavy academic burden and off campus training burden of primary and secondary school students,in order to promote their physical and mental health and comprehensive development. |
