Current Urban Community Grid Management Dilemma And Solution Path Research

At present,our country is in a new period of accelerating the promotion of the national governance system and governance ability of modernization construction.The social structure is increasingly complex,social interests reform and adjustment are rapid,the people’s consciousness of democratic rule of law and consciousness of participation are gradually increasing,facing the increasingly complex grassroots community public affairs governance,which effective measure to carry out grassroots governance has become an important problem facing the government.As the basic unit of urban grass-roots governance,grassroots communities have been attached great importance by the Party and the state.Especially since the Third Plenary Session of the 18 th CPC Central Committee,the state has put forward a series of requirements on the modernization of governance system and governance capacity.In order to respond to the predicament of grassroots governance and actively respond to the call of the country,Chinese grassroots communities under the leadership of the grassroots Party committee and government have carried out many practical community governance innovations,and introduced various types of governance models.These beneficial attempts of governance mechanism innovation have greatly promoted the development of grassroots governance and formed diversified experiences.It is urgent to summarize and comb,so as to provide reference for urban community governance.Based on this,this paper launched a field survey of H community in P County.This paper adopts the method of case study,takes H community of Y Street in P County as the research object,draws lessons from governance theory and refined management theory,makes a comprehensive analysis of H community of Y Street in P County,and sorts out the main problems in community grid management,the measures taken by each type of actor,as well as the institutional problems and external guarantees that need to be solved in the long-term effective operation of the community grid management.Therefore,it provides some ideas and suggestions for urban community grid management.The research finds that there are some problems in community grid management,such as insufficient grid team,unclear grid members’ rights and responsibilities,few multi-subject participation in community co-governance,immature application of smart technology,etc.The main reasons are not enough attention to grid,management mechanism to be improved,imperfect grid guarantee,stage pains in the integration process of "village community",etc.In view of this problem,we should strengthen the top-level design and perfect the governance mechanism.Do a good job of sorting out functions to ensure orderly operation;Strengthen the training of grid staff and improve the management ability;Improve the multi-participation mechanism and consolidate the governance force;Strengthen the application of science and technology and promote smart governance;Integrate traditional culture and improve governance efficiency.
