Research On The Problems And Countermeasures Of Implementing Grid Social Governance In Urban Communities

At present,the economy and society of China is in a period of the golden development period and prominent contradictions.With the construction and development,some problems arise need to be faced and solved,such as accurately grasping common people’s needs and interests of diversity,resolving disputes,maintaining social stability,promoting the improvement of the people’s livelihood as the key point of social construction by providing a powerful public service,,strengthen the party’s ruling foundation.To solve these problems,the government is holding the main part of social governance and bottlenecks all over the country.At the same time,the government is working on a system of city community management——grid social governance,and has got some new experience and highlights,around service of family planning,public security,solving contradictions,the environmental health management,comprehensive management of basic construction.This paper discusses that "grid social governance" combines management with service.It integrates the government agency,enterprises and institutions,community(village),and all kinds of social organizations,such as power and resources,with comprehensive and efficient services,to meet the needs of residents under the new situation the masses diversification,which not only enhances the party’s ruling foundation,but promotes urban governance capabilities.It is a scientific and effective social management innovation.At present,the social governance of urban community in urban areas is in the bottleneck period.According to the effective practice of six-year,smooth operation of Xianying sub-district,Rencheng District,Jining City,this paper summarizes the general experience,analyzes typical problems,put forward effective suggestions,so as to provide reference for social and grid management work throughout the country.Based on this,this paper conducts a detailed and comprehensive analysis and research on the grid social governance mode implemented in Xianying sub-district,and its main practice is to strengthen the organizational leadership and coordinate the promotion,to rationally set up the grid and define the functional responsibility;to integrating public resources to provide multiple services;to build working platform and strengthen information support,to standardize operating mechanism,strengthen institutional guarantee.The paper expounds the work progress and the development course since 2012,and evaluates the efficiency on the party’s construction level,government level,economic level and residents satisfaction results since the grid social governance carried out in Xianying sub-district.It also summarizes a set of practices,which are reproducible and referential experience,namely,adhering to the leadership of the party,information technology support,strengthening the personnel management,promoting service sinks,participating,for the incoming or effect of the local government.At the same time,this article combes the problems that exist in the Xianying sub-district social governance.By comparing and analyzing the grid social governance practice model of four typical regions like Haidian District in Beijing,Shanghai,Zhoushan in Zhejiang,Yichang in Hubei,and summarizing the beneficial experience,Xianying sub-district formed measures and suggestions for the grid social governance work,namely perfecting grid information management system,strengthening the grid manager team construction,deepening the grid operation mechanism,and strengthening community autonomy and service function.
