Study On Evaluation Of High-Quality Development And Governance Countermeasures Of Beibu Gulf City Agglomeration

Standing in a new historical orientation,China’s economic development has shifted from the stage of high-speed growth to the stage of high-quality development,which requires the implementation of the development concept of "innovation,coordination,green,openness and sharing" in the new development mode.As the main form to implement this concept,urban agglomeration is the main engine to pull the quality change of high development in China.The Beibu Gulf City Cluster is located at the southernmost end of the coastal axis in the national "two horizontal and three vertical" urbanization strategy pattern,and has entered a period of development and growth.However,compared with other urban clusters and economic zones in China,its economic base is in a disadvantageous position among other urban clusters of the same echelon.In order to better play the role of radiation and drive in the southwest,it is necessary to solve this series of development problems to promote the high-quality development of the Beibu Gulf city cluster.Since there is a lack of research on the overall high-quality development of the Beibu Gulf urban agglomeration,this paper,on the basis of sorting out relevant studies by scholars at home and abroad,takes the new development concept as the guide and considers the high-quality development of urban agglomerations as the unity of innovation,coordination,green,openness and sharing.The five systems are corresponding to five dimensions,and 21 indicators are used to construct a comprehensive evaluation index system of development quality,and the entropy value method and coupled coordination degree model are used to measure the high-quality development of the Beibu Gulf city cluster.The results are as follows: overall,the development quality of the Beibu Gulf city cluster is not high.From the analysis of the coupling coordination degree,the development of the Beibu Gulf city cluster as a whole is out of balance,and the five development systems do not form a good resonance.The development of the urban agglomeration is "high start but low finish".From the evaluation of the development score,the overall development quality score is low,and there is still a big gap between the goal of high-quality development and its realization.The uneven development within the city cluster and the poor quality of development in the main part of Beibu Gulf is important factors that limit the development strength of the city cluster.From the quality analysis of the five development systems,the quality of shared,coordinated and green development is relatively good.Innovation and openness are the obvious shortcomings in the development process of the city cluster.To solve the above-mentioned series of unbalanced and insufficient development problems,governance suggestions such as system integration,innovation of governance concepts,improvement of relevant supporting mechanisms,increasing government financial investment in various fields,coordinating the relationship of multiple subjects,and applying advanced information technology are put forward.In order to accelerate the high-quality development of the city cluster,give full play to the geopolitical advantages of the Beibu Gulf city cluster,promote the construction of a hub facing ASEAN and based on the new land and sea corridor in the west,and strengthen the role of the strategic pivot of the intersection between the 21 st Century Maritime Silk Road and the Silk Road Economic Belt.
