As China’s reform and opening-up policy and regional coordinated development strategy continue to deepen,the new concept of regional coordinated legislation has emerged and developed in various regions of China(such as the Beijing,Tianjin and Hebei region;the Yangtze River Delta region;the Chengdu and Chongqing region,etc.),playing an important role in strengthening regional cooperation,optimizing resource allocation and promoting regional development.Compared with other regions,the coordinated legislation in the Beibu Gulf Economic Zone in Guangxi(hereinafter referred to as the "Beibu Gulf Economic Zone")is still in its infancy,showing a shortage of legal system supply.This article combines the theories and practical experiences of coordinated legislation in various regions,taking the practice of Beibu Gulf Economic Zone as the basis to promote coordinated legislative work in this region.The aim is to achieve a balance of interests among different areas and integrate resources to advance regional governance and promote coordinated development in the Beibu Gulf Economic Zone.Against this background,this article is divided into four parts to discuss "Research on Collaborative Legislation in Guangxi Beibu Gulf Economic Zone" with the fundamental theories,China’s practical experiences,the current situation of practice in the Beibu Gulf Economic Zone and policy recommendations.The first part provides an overview and explanation of the basic theories of coordinated legislation in a regional context.This article interprets the connotations of regional coordinated legislation from two dimensions-"regional coordination" and "coordinated legislation",aiming to deeply understand the close connection between regional development and the rule of law.Furthermore,this part summarizes the characteristics of coordinated legislation based on three aspects: inter-regional legislative activities,equal legislative subjects,and coordinated legislative content.This provide theoretical support for the subsequent work of coordinated legislation in the Beibu Gulf Economic Zone.The second part summarizes and analyzes the practice and experience of regional collaborative legislation in China.Various provinces and cities in China have made effective explorations in regional collaborative legislation to a certain extent.They have issued system documents for collaborative legislation,set up platforms for collaborative legislation exchange,established work mechanisms for regional collaborative legislation,and ensured the implementation of regional collaborative legislation projects.These experiences provide valuable references for further promoting the work of collaborative legislation in the Beibu Gulf Economic Zone.The third part delves into the current state of practice in collaborative legislation in the Beibu Gulf Economic Zone.This includes aspects such as development plans,framework agreements,legislative projects,and working joint meetings in the system.The results show that collaborative legislation in the Beibu Gulf Economic Zone still faces difficulties in legislative concepts,models,and processes,among other aspects,and requires further solutions.The fourth part presents practical and feasible suggestions and countermeasures for further promoting collaborative legislation in the Beibu Gulf Economic Zone.Based on an understanding of the reality of the economic zone,the article proposes three suggestions for advancing collaborative legislation in the region,namely: adopting a unified regional collaborative legislation concept,exploring a collaborative legislation mode suitable for the Beibu Gulf Economic Zone,and strictly adhering to collaborative legislation procedures for the Beibu Gulf Economic Zone.By establishing a supporting institutional framework and standardized work system,this will provide legal support for better promoting coordinated development in the Beibu Gulf Economic Zone. |
