Research On Comprehensive Evaluation Of Rural Revitalization Development Level From The Perspective Of Residents' Perceptio

Rural revitalization,as a new strategy for China’s rural development in the new era,is an important task for building a strong agricultural country in the new era.In September 2018,the Central Committee of the Communist Party of China and the State Council issued the Strategic Plan for Rural Revitalization(2018-2022),which deploys a series of major requirements around the twenty words of industrial prosperity,ecological livability,rural style civilization,effective governance and prosperous living.The plan specifies the first five-year plan of rural revitalization strategy.At present,the first five-year plan of rural revitalization has closed on schedule.It is of great significance to scientifically evaluate quantitatively the effectiveness of the implementation of rural revitalization strategy,construct a rural Zhen evaluation index system,grasp the progress of rural revitalization at the present stage,discover potential problems in development and dynamically monitor the development level of rural revitalization,so as to improve the quality of rural revitalization development.However,in the previous evaluation of the comprehensive level of rural revitalization,the evaluation of the effectiveness of rural revitalization implementation was based on the single subject of government or objective data.Rural revitalization is revitalized for farmers,and the answer sheet of the good or bad development of rural revitalization should also be jointly reviewed by the residents living in rural communities in order not to deviate from the original intention and goal of rural revitalization.In this paper,taking Guiding County of Guizhou Province as an example,ten local demonstration villages of rural revitalization were selected,and through field research,questionnaires and interviews,combined with subjective and objective evaluations,on the basis of which a rural revitalization residents’ perception evaluation index system was constructed,supplemented by rural revitalization performance evaluation,and combined with the research content,AHP hierarchical analysis,method entropy value method and comprehensive assignment method were selected to conduct a study on ten Guiding County demonstration villages of rural revitalization Through the cross-sectional comparison of villages of the same level,we analyzed the subjective and objective differences and the current situation of the implementation effectiveness of rural revitalization development in the case areas,in order to achieve the effect of "partial view of the whole",and came to the following conclusions: 1.The development level of rural revitalization in Guiding County is at a passing level,and the rural revitalization development level is at a passing level.The objective and subjective evaluations of the development effectiveness of rural revitalization are basically consistent,and the residents’ perceptions are scientific references for understanding the development level of rural revitalization to a certain extent.2.The development level of rural revitalization varies among the sample villages,and the spatial distribution differences show that the rural development level in the southwest region of Guiding County is higher,while the development level in the northeast region is relatively lower.3.Rural residents have stronger positive perceptions of the development of ecological livability and effective governance.In terms of ecological livability and effective governance,the implementation effectiveness of rural revitalization has made effective progress and is positively recognized.In terms of industrial prosperity and living affluence,the difference between the perception evaluation and performance evaluation results is large,indicating that the development of industrial prosperity and living services has not reached the residents’ expectation.4.In terms of the awareness of rural revitalization strategy,most rural residents understand that the rural revitalization policy will promote local future development,and have a positive attitude towards the development and construction of rural revitalization in general,and can feel the benefits brought by the rural revitalization policy,but they have not yet gained a good understanding of the 5.In terms of the development of various dimensions of rural revitalization,local residents are most concerned about the development of industries and the improvement of living quality.6.The following problems exist in the objective development of rural revitalization in the sample areas: the development of rural industries needs to be improved,the support capacity of rural talents is insufficient,the endogenous motivation of rural residents is insufficient,the development of rural economy is lagging behind,and there is a lack of rural labor.The problems are: the development of rural industries needs to be improved,the force,the homogenization of industrial development is common,and some rural areas lack special pillar industries.Finally,based on the analysis of the comprehensive evaluation results of rural revitalization development in Guiding County,this paper proposes countermeasures and suggestions from the residents’ perception of rural revitalization and objective development path.
