Research On The Performance Evaluation Of Yunnan Provincial Financial Linkage To Promote Rural Revitalization Subsidy Funds

China’s rural revitalization strategy is a critical development strategy,aiming to address the issues of agriculture,rural areas,and farmers.It focuses on agriculture and rural development,and strives to achieve the goals of industrial development,environmental protection,local culture,management innovation and improvement of people’s well-being.The Party and government are deeply concerned not only with the utilization and impact of the subsidy funds for the coordinated promotion of rural revitalization,which is referred to as the "coordinated fund," but also with the general public.These financial funds are specifically intended to bolster the success of poverty alleviation and to promote rural revitalization.The evaluation of financial cohesion funds has become the sole and essential method of gauging the impact of fiscal funds.Through this evaluation,budget performance management can be improved and any issues in the distribution,utilization and control of cohesion funds can be identified and rectified in a timely fashion,thus guaranteeing the perpetual enhancement and advancement of the efficacy of fund utilization and public resource distribution.Based on the basic theories of public management and the existing performance evaluation and assessment methods of the central government and Yunnan Province,this paper adopts literature analysis,case analysis,standard analysis and other methods to analyze the performance evaluation of the 2021 Yunnan Province financial cohesion fund,and combines the performance evaluation cases of the three counties of Muding,Ximeng and Zhenxiong.This paper analyzes the existing problems and causes in the performance evaluation of Yunnan provincial financial cohesion fund,and puts forward targeted policy suggestions to improve the performance evaluation of Yunnan provincial financial cohesion fund,including strengthening the construction and implementation of the performance evaluation system,improving the fund operation system,innovating the fund supervision mechanism,establishing the performance-based fund allocation mechanism,and unifying the construction of public announcement platform.This paper presents an innovative "bridging fund" management mechanism,which is based on the supervision system,mechanism,method,and third-party participation through detailed data,materials,and cases.It is a combination of theory and practice,combining public management theory with the problems encountered in the supervision of Yunnan’s financial bridging fund,and is the result of in-depth investigation and research.Reform the regulatory model,elucidate the duties between governments at all tiers and divisions,transforming provincial local oversight from a single project oversight into more refined risk control and self-supervision;Moving from comprehensive supervision to more precise categorization and concentration supervision;Stimulating the cooperation and administration between government and society through the judicious incorporation of third party organizations.
